POSITION DUTIES
The main purpose of this position is to provide direct supervision to the hearing officer, release, and institutional parole associate units. This position also serves as a key advisor to the Chairperson and represents the agency on various departmental committees and work groups that develop and coordinate programs essential for the efficient interaction with other criminal justice agencies and to achieve the mission of the department. The position also handles the responsibility of parole diversion options, and reviewing and commenting on legislative matters involving the Commission. Assists the Chairperson in preparing for Commission presentations before the General Assembly. Review and analyze legislation and make recommendations to the Chairperson on the potential impact of new laws and/or changes to existing laws on the Division's operations. Provide an analysis and advice to the Chairperson or Commissioners in sensitive or high profile cases or in matter under litigation. Act as liaison between the Hearing Officer Unit and the Commissioners/Chairperson. Serves as back up to the Operations Administrator. Manage, direct, lead, supervise, and evaluate subordinate staff. Guide staff in meeting their unit's objectives and strategies. Assist staff in developing leadership among their own staff. Set staff performance standards, conduct performance evaluations, and recommend improvements in performance and/or specialized training. Nominate staff for awards or bonuses as warranted. Conduct progressive discipline when needed. Review and approve time sheets and leave requests. Assist with the decision making process for potential employees and terminations. Provides training to new staff.
MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university Experience: 5 years administrative staff or professional experience, 2 years of which must have been supervising or managing a minimum staff of 5. Notes: 1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basisfor the required education. 2. Additional graduate level education at an accredited at an accredited college or university may be substitutedat the rate of 30 semester credit hours on a year-for-year basis for the required general experience. 3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involvingstaff work related to the administration of rules, regulations, policy, procedures and processes, or overseeingor coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer ona year-for-year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications. 1. Three (3) years working within a correctional or criminal justice related agency. 2. Knowledge implementation of current laws regarding the Justice Reinvestment Act (JRA). 3. Two (2) years of Correctional Case Management Experience.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license in the State of Maryland.
