- Provide management, direction, administration, quality assurance, and leadership for the execution of the PSDR contract.
- The Program Manager serves as the Government’s primary POC and provide overall leadership and guidance for all contractor personnel assigned to the contract.
- Assign tasks to contractor personnel, supervises on-going technical efforts, and manages overall contract performance to ensure optimal use of assigned resources and subcontractors.
- The Program Manager is responsible for the quality and efficiency of the contract, to include service delivery, technical matters, and business processes.
- The Program Manager is responsible for and ensures all contract requirements are performed .
- Program Manager has appropriate authority to commit SRI and make decisions for SRI in response to Government issues, concerns, and comments. Must be proactive in alerting the Government to potential contractual, programmatic, or resource limitations issues.
- Former military human resources professional – Senior HR professional (field grade Army officer or senior Noncommissioned Officer).
- At least ten (10) years project management experience planning, directing, coordinating, and managing methodologies and approaches of projects.
- At least 5-years ’ experience managing Federal Government contracts .
- Experience in the Army Human Resources Command or Army G-9/G-1.
- Ability to manage large projects at 33 geographically dispersed locations.
- Experienced in reading, understanding, and applying Government policies and procedures.
- Must have strong analytical skills, time management, and be an independent thinker.
- Must be a U.S. Citizen and speak fluent English.
- Bachelor’s degree from an accredited university by the Department of Education (DoE) in business, management, or related field of study.
- Must have at least a favorably adjudicated National Agency Check/Tier 1 Security Investigation.
- Project Management Professional (PMP) Certification desired

Job Description

SRI is seeking a committed and passionate Military Human Resources professional to provide critical services in support of the Personnel Services Delivery Redesign (PSDR) contract.
Location : This is a remote position.Overview: SRI is seeking a full-time Program Manager to join our team to provide leadership, strategic, and technical direction to a team of Human Resource specialists working at 33 geographically dispersed U.S. Army installations supporting the installation’s Military Personnel Division and Directorate of Human Resources. Responsible for delivering Military Human Resources Support (MHRS) commonly known as Personnel Services Delivery Redesign (PSDR) at 31 U.S. Army installations within the United States and at two locations in Japan. Manages and supports a staff of roughly 250 full-time employees who deliver services such as Electronic Military Personnel Office ( eMILPO ) ope r ations, Soldier Readiness, Strengths Management, Separations, Retirement Services, Reassignment Processing, Casualty Operations, In/Out Processing, Military Personnel File Maintenance, Military Orders, Sponsorship Management, ID Cards, and other MHRS services along with associated Information Technology support for these tasks.
The Program Manager provides operational oversight and excellence to a team of Human Resource specialists and is responsible for the overall execution and administration of the programs under this contract. Functions as SRI’s primary point of contact to the COR and CO. Responsible for the satisfactory supervision of staff members on the associated task orders, including verifying attendance at all posts and positions and upholding the work requirements of all personnel assigned under the contract.
