- Report to and support the Deputy Director of the Waste Reduction Division to provide oversight and direction to the Division’s activities related to enforcing recycling and solid waste codes within the city and meeting waste reduction targets;
- Ensure compliance with local and State mandates and regulations related to solid waste operations, including supporting compliance with Senate Bill 1383, including reporting, recordkeeping, and procurement activities;
- Develop and implement policies and procedures for administering the franchise system, recycled product procurement, and other initiatives supporting compliance with state waste reduction and recycling mandates;
- Leads efforts supporting the City’s Zero Waste Plan and Climate Action Plan;
- Plan, manage, and implement program improvements and efficiencies;
- Manage and provide oversight of program personnel, contracts, agreements, and systems;
- Interact frequently with staff and serve as a model of working in a very diverse environment;
- Act as a liaison to other departments and Recognized Employee Organizations;
- Address and resolve customer service issues;
- Perform other duties and special projects as assigned.
- Bachelor’s Degree in Public Administration, Business Administration, Finance, or a related field, and
- Five (5) years of professional operations and management experience or five (5) years of professional budgetary/fiscal and/or administrative/organizational analysis experience in a government entity, or
- Any combination of education and experience that can demonstrate these qualifications.

- Relevant professional experience in waste management or recycling programs providing an in-depth understanding of waste reduction, recycling, and solid waste management principles and best practices; and
- Knowledge of relevant local, state, and federal regulations governing waste management and familiarity with legislative frameworks related to waste reduction and recycling, especially Senate Bill 1383.

Program Manager (Operations) – Waste Reduction Division
This position will oversee the Waste Reduction Division’s Recycling and Solid Waste Code Enforcement sections; manage and provide oversight of the City’s implementation of Senate Bill 1383, including reporting, recordkeeping, and procurement activities; oversee the City’s Non-Exclusive Solid Waste Collection Franchise System; manage and oversee the Solid Waste Code Enforcement Section, which enforces the City Recycling Ordinance and the Construction and Demolition Debris Deposit Ordinance; and develop policies and procedures for administering the franchise system, managing recycled product procurement, and supporting the City’s compliance with State waste reduction and recycling mandates and the implementation of the City’s Zero Waste Plan and Climate Action Plan.
In addition, this interview process may be used to fill future vacant unclassified positions in the Department that occur.

The Environmental Services Department (ESD) ensures that all residents of the City of San Diego are provided with a clean, safe, and ecologically sound environment. The Department pursues waste management strategies that emphasize waste reduction and recycling, composting, and environmentally sound landfill management to meet the City’s long-term waste management needs. The Department pursues waste management strategies that emphasize waste reduction and recycling, composting, and environmentally sound landfill management to meet the City’s long-term waste management needs, along with a focus on creating an environment free of litter and illegal dumping. The Department has provided refuse pickup for more than 90 years and curbside recycling and yard waste collection for more than two decades. The Department has 573 budgeted positions, a budget of $182 million, and generates more than $85 million in revenue. Its business operations and responsibilities highly impact the citizens of San Diego. The Department consists of four Divisions: Clean SD, Collection Services, Disposal & Environmental Protection, and Waste Reduction.
The Clean SD Division is responsible for managing the waste abatement and litter control components of the Clean SD Program which includes enforcement of citywide solid waste codes, illegal dumping removal, waste abatements, planned curbside cleanups in neighborhoods, and sidewalk sanitization.
The Collection Services Division provides collection and disposal of residential refuse, collection and proper handling of recyclables and organic waste, and collection of litter from street litter containers in business districts. The Division consists of 251 FTE and has an annual operating budget of approximately $90 million.
The Disposal & Environmental Protection Division operates the Miramar Landfill, an organic processing facility, and a household hazardous-waste transfer facility. The Division maintains eight closed landfills and eight inactive burn sites; ensures regulatory compliance of the City's underground fuel storage tanks; performs inspections and manages abatements of lead and asbestos in City facilities; and provides public education on lead and asbestos, and disposal services of household hazardous waste.
The Waste Reduction Division is responsible for managing the Non-Exclusive Solid Waste Collection Franchise system, waste diversion programs, zero waste planning, Senate Bill 1383 reporting and compliance, recycling education and technical assistance, and programs for residents and businesses.
