      The Administrative Office of the U.S. Courts (AO) is seeking a highly motivated and professional Programs Specialist. Join a dedicated and mission-focused team that supports the AO's Deputy Director as well as executive offices that work closely with agency leadership, including audit, general counsel, fair employment practices, human resources, legislative affairs, public affairs, risk management, and secretariat services.

      This vacancy announcement is open to current employees of the federal judiciary (AO or U.S. Courts) nationwide. This position is eligible for full-time remote telework. The selectee of this position may be assigned to an official duty station within or outside the Washington, DC metro area. Accordingly, pay will be set based on the locality area/official duty station assigned.

      Duties

      This position is in the Deputy Director's Office (DDO). The DDO is seeking a highly motivated professional Programs Specialist to serve as Fraud, Waste, and Abuse Investigator responsible for conducting, tracking, monitoring, and reporting on independent investigations of fraud, waste, or abuse. The DDO oversees the federal Judiciary's internal controls programs and monitors review and assessment activities to ensure the integrity and effectiveness of Judiciary programs, operations, and systems. The DDO also reports on audit, internal control, and accountability initiatives to the Judicial Conference Committee on Audits and Administrative Office Accountability.

      The ideal candidate must have strong research and writing skills; experience handling sensitive material; excellent verbal communication skills; proven organizational and time management skills; and the ability to handle multiple and competing priorities.

      The duties of this position include, but are not limited to:
      1. Analyzing and fielding allegations of fraud, waste, or abuse (FWA).
      2. Performing independent investigations for chief judges and other senior Judiciary officials including investigation planning; identifying, requesting, and analyzing records and documents; interviewing; and preparing independent and objective reports of findings and recommendations.
      3. Leading teams of subject-matter experts to carry out investigations.
      4. Developing working relationships with staff in the AO, courts, and federal public defender organizations to facilitate investigations and information gathering about allegations or FWA investigations.
      5. Coordinating with other AO offices for the resolution of matters that do not constitute fraud, waste, or abuse.
      6. Preparing and presenting summary reports for chief judges, AO executives, and Judicial Conference committees on allegations, investigative activity, and follow-up actions.
      7. Developing and maintaining standard operating procedures for the handling of FWA allegations.
      8. Responding to email and phone inquiries from the courts and the public regarding oversight activities, including fraud, waste, and abuse.
      9. Leading the AO's communications efforts about how to report allegations of suspected fraud, waste, and abuse.

      5. All new AO employees are required to identify a financial institution for direct deposit of pay before appointment.
      6. You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
      7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.


      Qualifications

      Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

      Specialized Experience: Applicants must have at least one full year (52 weeks) (preferably 3 years) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in (1) planning and conducting investigations, management reviews, or other fact-finding studies in accordance with documented review standards; and (2) producing and presenting documented, logical, clear, and well-written reports on complex and sensitive issues.
