Job Description

- Records financial project data into systems, monitors, and analyses project data. Executes, checks, and consolidates all necessary activities and checks to assure the complete and correct allocation of project costs in line with financial regulations, SNV financial standards and guidelines, and donor requirements.
- Oversee accurate and timely completion of bank statement reconciliations and Incentive/grant reconciliations, as well as the recording of all financial transactions.
- Executes the budgeting process, and periodically forecasts and supports control, and monitors (audits) all financial related activities within the project.
- Develop and review the annual budgets for the projects over all implementations.
- Regularly provides (requested and non-requested) financial reports, analysis, and advice to provide insight into the overall projects’ financial status in order to safeguard financial performance and profitability and to estimate financial risks and take precautions. All in line with donor and SNV financial guidelines.
- Provides advice, balancing project interests, relevant regulation, corporate standards, and guidelines, taking the project set-up with different donor regulations into account.
- Facilitate the payment of RBF incentives and other grants based on the agreement by ensuring the fulfilment of all necessary documents.
- Develop and maintain a comprehensive database (documentation and record-keeping) on financial incentives and grants.
- Assess risk areas and take corrective action on the incentives and grants provided.
- Evaluate budget utilisation and incentive implementation.
- Maintain SNV internal controls, policies, and procedures underlying the financial reporting systems to ensure the integrity of financial reports, processes, and data.
- Coordinate the annual audit, including the preparation of the annual financial report. Perform any other duties as may be assigned to him or her by the project manager and finance manager.
- BA, preferred MA in finance, accounting, management, or economics.
- A minimum of 5 years of relevant working experience.
- Solid knowledge of financial and accounting procedures, regulations, and experience in financial accounting, with the ability to review and analyse accounting transactions and financial statements.
- Experience in financial management, especially in grants, incentive, and cash planning, management, analysis, and reporting.
- Significant experience in managing or supporting RBF activities and/or in the energy sector, and specific experience in results-based finance management.
- Experience in implementing and/or supervising result-based financing and grant management.
- Ability to manage different projects simultaneously, work under minimum supervision, and meet deadlines.
- Possesses good written and verbal skills in English and Amharic.
- Computer knowledge and skills in financial software, MS Word, MS Excel, and internet or email is a mandatory requirement.

Project background
The SEE-CC/HTCC Project: The Strengthening the Entrepreneurial Ecosystem for Clean Cooking-Higher Tier Cooking Component (SEE-CC/HTCC) project, co-financed by RVO/EU, aiming to boost the higher-tier clean cooking market in selected countries, including Ethiopia and in partnership with SNV and GIZ.
The EnDev-Core: HTC Project: The EnDev-Core: Higher Tier Cooking (EnDev-Core: HTC) project aims to stimulate demand for higher-tier cooking solutions and implementing behavioural change communication.
Purpose of the job
The Project Finance Officer is an integral part of the Energy Sector team at SNV Ethiopia., contributing 40% of its time to the SEE-CC/HTCC project and 60% to the EnDev-Core: HTC projects. Reporting to the project manager of both projects, the Project Finance Officer is tasked with maintaining financial integrity. Responsibilities include overseeing financial accounting, administration, planning, and managing Result-Based Financing (RBF) and other financial incentives/ grant settlements.
S/he ensures adherence to SNV polices, donor finance procedures, regulations, and guidelines. Collaboration with project advisors, SNV’s finance manager, and controller is vital for cohesive financial management of both projects. Moreover, the Project Finance Officer plays a key role in coordinating incentive payments to service providers, meticulously examining RBF claims, agreement documents, and incentives. Upholding financial control, including budget oversighted periodic progress monitoring, the Finance Officer takes proactive measures to ensure overall financial health in alignment with the budgets.
