      Job Description:

      Location: Centreville, VA or remote

      Imagine yourself working on an effort to help the Army dominate the air domain in future operational environments. Parsons is hiring a Project Manager responsible for the successful execution of a program in support of the US Army Program Executive Office – Aviation (PEO AVN). The ideal candidate will have 10+ years’ uniformed/DoD experience and have a history of successfully running projects, contracts, operations, and test and evaluation events within the Department of Defense. Previous experience with the Army strongly preferred. The candidate must enjoy working in a high tempo environment with other high-performing personnel.

      Specific Responsibilities:

      • Planning and defining project goals and devising methods to accomplish them

      • Tracking estimate to completion metrics, finances/invoices, personnel management including recruitment and retention, subcontracts, and project deliverables

      • Managing project risks and developing risk-management processes

      • Coordinating with corporate support functions to ensure successful project execution

      • Assisting the Program Manager/Deputy Program Manager in capturing contract-level metrics to include but not limited to: accomplishments, schedule, financials, quality, staffing, security, deliverables, and stakeholder communication

      • Developing in-depth knowledge of PEO AVN client objectives, subcontract terms, and relevant policies

      • Working with other managers, technical teams, and discipline leads to develop ROMs, budgets, schedules, best value analysis and plans for the various elements of each project; ensuring that the project meets or exceeds goals established in these plans

      • Monitoring and reporting to management on the progress of all project activity, including significant milestones, and any conditions which would affect project cost or schedule

      • Traveling to various CONUS customer and/or subcontractor sites - 10% travel is anticipated

      Required Education & Certifications:

      • Bachelor’s degree in Business or related field; Master’s degree preferred

      • Project Management Professional (PMP) certification from the Project Management Institute is required within six months of joining

      Required Experience:

      • 10+ years’ experience in DoD research and development, operations, training, cyber, and/or exercise functions

      • Successful past performance managing a project/portfolio between $25M - $50M/year

      • Experience managing multiple sub-contractors across different lines of effort

      • Ability to brief senior leadership on project status, milestones, and/or challenges

      • Strong writing skills

      • TS clearance with SCI eligibility

      Desired Experience:

      • Previous experience executing on GSA/FEDSIM contracts

      • Previous experience with Army PEO Aviation

      • Prior military service

      • Familiarity with standoff, autonomous collection operations

      • Completion of Defense Acquisition University courses

      • Master’s Degree in Business Administration or a related field

      • Business development or capture management experience

      Minimum Clearance Required to Start:

      Top Secret

      Salary Range:

      $113,100.00 - $203,600.00
