About the Building Commission NSWThe new Building Commission NSW has been established after the NSW Government recognised the substantial progress made by Fair Trading and the Office of the Building Commissioner in delivering once-in-a-generation reforms of the building and construction industry. The new commission will not only be the industry regulator, but also a collaborator with consumers and industry to ensure standards, capabilities, capacity and resilience continue to be lifted across the sector to deliver quality homes and meet the state’s housing targets.

The Strata Building Bond and Inspections teamWe regularly receive enquiries and identify developments where a strata building bond has not been lodged. This could be due to deliberate acts or the incorrect assessment / application of the development as to whether Home Building Compensation Fund insurance (under Part 6 of the Home Building Act 1989) or Strata building bond and inspections scheme (SBBIS) (under Part 11 of the Strata Schemes Management Act 2015) applies or a change of intent to register a strata plan.
The NSW Planning portal has a gateway requiring lodgement of a building bond by the Developer prior to proceeding to obtain an occupation certificate.
The Strata Hub is the online platform to administer the remainder of SBBIS. There are mandatory obligations multiple external stakeholders must comply with.
Responsibilities include:- Manual production of data driven statistic and business reports across multiple online platforms and databases
- Quality assurance activities and reviewing building inspection reports which identify defective building work submitted by building industry experts
- Driving the transformation of legislation and workflows into a range of key business and ICT projects including identification of bugs, defects, required enhancements and development of user stories for the continuous improvement of online platforms (ePlanning and Strata Hub)
- Managing cross directorate stakeholder relationships at operational levels with improved customer experience and strategic impact
- Being a positive, dynamic individual working across organizational boundaries to implement change
- Customer focus and be detail oriented
- Embracing a willingness to learn, continually upskill and work collaboratively with team members, internal and external stakeholders to provide specialist regulatory knowledge and skills
To be successful in this role you will:- Be technologically savvy with sound ICT skills and experience across a range of applications, with an ability to be the conduit between business and systems requirements supporting system enhancements and upgrades.
- Understand and be able to apply legislative requirements to business processes and procedures, undertaking quality assurance checks and making recommendations for improvement. Including but not limited to Strata Schemes Management Act/Regs, National Construction Code, Australian Standards specifically AS4349.2, Corporations Act 2001, and Home Building Act 1989.
- Have strong stakeholder relationships using negotiation and influencing skills to achieve outcomes.
- Be flexible, show initiative and respond quickly in a changing environment while championing a harmonised approach to processes and procedures.
- Understand the complexities of working in a regulatory environment.
- Have a growth mindset and a passion for continuous improvement.
- Have the ability to exercise independent judgement and work autonomously as required.
- Have strong analytical and problem-solving skills, with a keen attention to detail.

Salary Clerk Grade 7/8, with the base salary for this role starting at $106,025 base plus superannuation
