Iowa Workforce Development (IWD) is seeking applicants for the position of PROMISE JOBS Manager at our 200 Army Post Rd., Des Moines, IA IowaWORKS office.
Overview:
The PROMISE JOBS Manager provides leadership and supervision for the PROMISE JOBS Program in the Des Moines service area. PROMoting Independence and Self-sufficiency through Employment, Job Opportunities and Basic Skills (PROMISE JOBS) provides work and training services for families receiving Family Investment Program cash assistance. The position provides professional management to include supervision, monitoring compliance with federal and state performance measures, and implementing and clarifying program policies and procedures.
Description of work:
As a PROMISE JOBS Manager you will plan, organize, direct, monitor, and evaluate the coordinated activities of the Des Moines service area as services are provided within guidelines of the program with the goal of coaching clients to reach their holistic personal goals including economic self-sufficiency through employment and training.
In this role you will supervise and coordinate PROMISE JOBS functions including:
You will coordinate other IWD and Workforce Innovation and Opportunity Act (WIOA) services that benefit the Temporary Assistance for Needy Families (TANF) recipients such as:
Complete quarterly reports for administration as well as monitoring report and monthly case readings and attend community meetings that relate to and support the work of the PROMISE JOBS program.
In this role you will monitor spending to stay within allocations and staff workload so that appropriate case management services are provided to PROMISE JOBS participants in compliance with Health and Human Services (HHS) policies and procedures and perform required case reading to ensure staff are providing necessary services and monitoring to move participants towards self-sufficiency.
Coordinate and disseminate information from administration, state staff, QA coordinator and SME's. Schedule joint meetings, prepare agendas, facilitate meetings, arrange for printed minutes. Organize and arrange staff training and development. Field customer complaint calls regarding service provision deficiency and provide resolution.
The PROMISE JOBS Manager will assist in interviewing, selecting and hiring new PROMISE JOBS staff. You will direct and facilitate the training to all new staff and write and conduct the performance reviews on staff under your supervision. Analyze and evaluate job duties and performance working with direct supervisor or partner supervisors to report performance issues. Investigate performance issues of the staff under the direct supervision with guidance from my manager.
Provides mentoring and ongoing staff development related to the implementation of coaching practices. Models coaching practices with team members to build competency and skills to in turn be used with program participants.
Implement and maintain comprehensive public relations activities within the communities so there is public awareness of PROMISE JOBS service. Network with other providers, partners, business groups and professional organizations. Maintain close working relationship with HHS, Iowa Vocational Rehabilitation Services (IVRS), community colleges and WIOA providers.
Works effectively as a member of the leadership team in the office, service area, and with other program leaders in the PROMISE JOBS program statewide.
