Job Description

- Resolve encroachments on District administered land, in accordance with District policy and the appropriate laws and regulations.
- Oversee and/or participate in the Real Estate automation systems including design, implementation, and use.
- Participate in the District's property management program.
- Negotiate and prepare outgrants authorizing the use of Government property by others (other Federal agencies, States, political subdivisions, and private individuals and companies).
- Negotiate with owners in an effort to conclude acquisition, occasionally overcoming antagonistic or adverse conditions.
- Prepare necessary reports and documents making pertinent recommendations for purchase or condemnation.
- TDY required up to 25% of the time.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must possess or obtain and maintain a valid state driver's license before appointment to position.
- May be selected at any grade level with non-competitive promotion potential to target grade. Non-competitive promotion potential to the target grade based on time-in-grade requirements and demonstrated ability to perform the higher graded duties.
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Real Estate Personnel to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: You will serve as a Realty Specialist in the Real Estate Office, responsible for real property acquisition, property management, disposal, planning, relocations, or inspections. Serves as technical expert in support of the District's missions and programs.Duties

In order to qualify, you must meet the education and/or experience described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify at the GS-09 grade level, you must have:
Specialized Experience: One year of specialized experience which includes supporting real property acquisition, property management, disposal, planning, relocations, or inspections; searching and reviewing real estate records and documents, participating on teams, and sharing of information; assisting with planning of short- and long-range comprehensive plans for real estate acquisition. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
To qualify at the GS-11 grade level, you must have:
One year of specialized experience which includes coordinating property acquisition to include assisting in the correction of defects in title, appraisal completion and environmental compliance; inspecting real property; investigating encroachments, and unauthorized use of land; managing real estate out grant processes from creation to execution: leases, licenses, permits, easements and consent to easements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
