Ability to establish and maintain culturally effective, trusted relationships with individuals from various groups and backgrounds including team members, leadership, cross-jurisdictional stakeholders, and community partners.

Knowledge of and experience applying both quantitative and qualitative research methodologies; including best practices for applied research, program evaluation, needs assessments, data management, data analysis, data visualization, and project management.
Experience with complex data coordination, collection, validation, refinement, and management, including writing data queries, calculations, and preparation procedures.
Experience providing and preparing clear, concise, and comprehensive correspondence, data visualizations, reports, presentations, and other written materials
Bachelor’s degree, preferably in Data Science, Public Administration, Psychology, Education, Sociology, Business Analytics, Computer Science, Statistics, Economics, or a related field. Experience may substitute for a degree.
One (1) year of experience in related field work or progressively responsible applied data management and analysis, research, and evaluation experience (Equivalency 5 years of qualifying training and/or experience).
Demonstrate knowledge, understanding, and experience in applying an equity lens in research or evaluation.
Experience with the principles of both quantitative and qualitative research methods, experience with related data management, analysis and data visualization techniques, software, and application of related best practices.
Experience working in the public sector.
Experience working with data management (e.g., SQL, Excel, Google Sheets), data collection (e.g., Qualtrics), HR Information Systems (e.g., Workday), data preparation (e.g., Tableau Prep, Jupyter Notebooks, Python), data analysis (e.g., R, SPSS, Matlab, Excel), and data visualization (e.g., Tableau, Power BI) tools and software.
Demonstrated experience written and verbal communication skills that includes presentation skills, and communicating technical concepts with a diverse range of stakeholders.

The Department of County Management (DCM) is seeking an experienced Research and Evaluation Analyst to join the Evaluation and Research Unit (ERU). This position will involve using an equity lens to provide data, research, and evaluation support for projects that align with countywide strategic planning, including the Workforce Equity Strategic Plan (WESP) Data Consortium, which will be jointly coordinated by the ERU and the Office of Diversity and Equity (ODE). The goal of the work is to provide data analysis and support to leadership and management in recommending and implementing policies, guidelines, procedures, and strategic planning that may impact collective bargaining.

The Evaluation and Research Unit (ERU) provides high-quality, data-driven research and evaluation to support workforce equity, operational effectiveness, and strategic planning both countywide and for the Department of County Management (DCM). The ERU monitors and analyzes key metrics of countywide organizational health; evaluates the effectiveness of countywide initiatives; regularly consults countywide on research and evaluation practice; and works with system partners to evaluate cross-departmental County programs. Additional Information:This recruitment may be use d to fill full-time, part-time, temporary, limited duration and on-call positions.
Type of Position: This is a salary, non-represented position that is not eligible for overtime.
Schedule: We offer a variety of flexible schedules such as 9/80’s, 4/10’s or 5/8 hour shifts
Routine Telework: This position is designated as “routine telework,” meaning you will be working remotely (from home). As with all routine telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the County cannot support ongoing telework from other locations.
