      Description of Work
      This Role Is Eligible To Be Hybrid And Requires Onsite Reporting Located Within Raleigh, NC

      This Position Is Funded In Part Through Federal Funds.
      The Senior Business Analyst supports the Medicaid Applications Team within the DHHS Information Technology Division (ITD). This position provides business and systems analysis to support large-scale, complex IT solutions across the Division of Health Benefits (NC Medicaid) and related programs. Responsibilities include facilitating requirements gathering, analyzing business processes, developing documentation, and guiding improvements to IT systems that serve over three million Medicaid beneficiaries and thousands of providers across North Carolina.

      The position plays a critical role in aligning technology solutions with Medicaid program needs and policy goals. It supports all phases of the software development lifecycle, including system design, testing, deployment, and maintenance. The analyst works closely with internal teams, external partners, and federal stakeholders to ensure applications are secure, efficient, and responsive to regulatory changes and business priorities.

      Key Duties Include:
      • Gathering and documenting business and technical requirements for new and existing applications.
      • Leading and participating in stakeholder sessions, system reviews, and design discussions.
      • Developing process flows and reviewing training materials and system documentation.
      • Conducting testing activities including user acceptance testing and defect tracking.
      • Analyzing and recommending system improvements to enhance efficiency and compliance.
      • Supporting application development cycles using Agile methodology.
      • Collaborating with developers and policy teams to implement Medicaid-related enhancements.
      • Assisting with security compliance and documentation related to data privacy standards.
      • Providing subject matter expertise on program areas and Medicaid service delivery.
      • Mentoring junior staff and contributing to knowledge transfer within project teams.

      Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:
      • Hands On experience using SQL in relational databases like SQL Server or Oracle.
      • Proven experience developing structured documentation such as use cases, decision tables, or logic specifications to support system implementation.
      • Documented experience developing or executing test cases to validate business rules, data accuracy, or system behavior in an environment related to eligibility, claims, or case management systems.
      Management Preferences:
      • Experience supporting NCTracks, Salesforce, or other Medicaid-related eligibility or claims platforms.
      • Experience designing or validating reports using tools such as Tableau or SAS Visual Analytics.

      Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:
      Bachelor's degree in business administration, computer science or any related field from an appropriately accredited institution and two years of experience in business consultation, process improvement, or requirement gathering in an information technology environment
      OR
      Associate's degree in business administration, computer science or any related field from an appropriately accredited institution and three years of related experience in an information technology environment;
      OR
      High School or GED and five years of related experience in an information technology environment;
      OR
      An equivalent combination of education and experience.
