      King County Metro Transit’s Facilities Maintenance Division (TFD) has an exciting opportunity for a people and process leader to fulfill the role of Senior Business Analyst. This role will be pivotal in not only understanding and optimizing business processes but also in championing equity, social justice, and inclusion within the organization. This position will play a crucial role in bridging the gap between business needs and technology solutions for one of North America's largest and fastest growing providers of public transit services, emphasizing Metro's belief that transportation as a fundamental human right.


      The primary focus of the Senior Business Analyst will be to understand, analyze, and document business processes, requirements, and objectives. The Senior Business Analyst will help ensure that technology solutions align with business objectives and deliver value to the organization while driving efficiencies, improving processes, and achieving business goals. The Senior Business Analyst will work with Division leaders in vision setting and strategic deployment and provide process improvement training to employees.


      Our ideal candidate will be skilled in navigating a dynamic work environment and be able to manage multiple, competing priorities to successfully deliver a large body of work in a fast-paced environment, as well as the ability to coach, motivate and unify employees through building mutual respect and trust. This new position will be responsible for performing analytical and statistical analysis on a variety of complex, multi-dimensional issues impacting TFD.


      About Metro’s Facilities Maintenance Division

      The Facilities Maintenance Division maintains all Metro Transit properties, such as bus bases, park & rides, bus shelters, and offices and maintenance shops. Services include bus shelter repairs and replacements, bus shelter cleaning, trolley wire repairs, radio maintenance for buses, environmental spill clean-up, bus sign replacement, graffiti removal, and other facilities maintenance duties. Additionally, the Facilities Maintenance Division also implements capital improvement and grant-funded projects aimed to enhance the condition of County-owned facilities and to respond to ridership needs based on route usage and customer feedback.


      This recruitment will immediately fill one (1) Career Service position, and may be used to establish an eligibility pool to fill future Career Service, as well as any fully-benefited Term-Limited Temporary, and/or Special Duty Assignment vacancies, that may occur over the next twelve (12) months.


      Interviews are currently anticipated to occur between February 13 through February 15, 2024, but dates are subject to change.

        • Solution Design: Participate in designing solutions to ensure that the proposed solutions align with business goals and requirements.
        • Data Analysis: Analyze data to draw insights, make data-driven recommendations that support decision making.
        • Analysis: Perform and coach others in depth analysis of requirements to identify business problems, potential challenges, conflicts, opportunities and areas of improvement or optimization. This includes assessing the impact of change on existing processes and systems.
        • Risk Assessment: Identify and assess project risks to help TFD proactively mitigate potential issues.
        • Quality Assurance: Define acceptance criteria, conduct testing, and ensure that the delivery solution meet the specified requirements.
        • Change Management: Manage change within the organization when implementing new processes or systems and help users adapt to change and provide training and support for smooth transition.
        • Documentation: Create comprehensive documentation that includes detailed requirements specifications, use cases, data/process flow diagrams, business process models, and user stories that serve as a reference for project teams.
        • Communication: Serve as a liaison between business stakeholders and technology teams, compelling all parties to embrace and comprehend requirements and expectations.

        To be considered eligible for this role, applicants must possess these MINIMUM QUALIFICATIONS


        • A Bachelor (4-year) degree from an accredited institution in a related field of study and two (2) years of work experience related to business process analysis and improvement, OR six (6) years or more of any combination of experience, education, and/or training that provides the required knowledge, skills, and abilities to perform the duties of the position.
        • Knowledge and understanding of Equity and Social Justice principles.
        • Advanced knowledge of analysis, design, development and maintenance of complex business and data management systems.
        • Skill and experience analyzing data, solving complex analytical problems, and making recommendations based on analysis of data and information.
        • Knowledge and skill in basic statistics and data analysis methods.
        • Effective verbal and written communication skills, including preparing clear, concise reports and making presentations to diverse audiences.
        • Knowledge and experience with project management techniques methodologies and tools.
        • Knowledge and understanding of group dynamics and change management methods to build cohesive teams.
        • Skill and experience facilitating small and large group meetings, process improvement workshops and/or discussion groups.
        • Skill and experience working with a variety of individuals from diverse backgrounds, multidisciplinary teams and organizational roles, breaking down barriers to open communication and developing/maintaining collaborative relationships.
        • Skill and ability to coach, mentor, train and/or teach adult learners
        • Strong customer service skills and knowledge.

        The most competitive applicants will possess these DESIRABLE QUALIFICATIONS

        • Knowledge of process improvement methods and techniques such as Lean and Six Sigma.
        • Experience in the use of large, complex spreadsheets, word processing, presentation, statistical analysis, and database software.
        • Experience with data visualization, including Power BI.
        • Advanced knowledge of and experience with King County's administrative systems, processes, policies, and procedures.
        • Experience working in a transit organization.

        SELECTION PROCESS

        WORK LOCATION AND ENVIRONMENT
        The work associated with this position will be performed through a combination of teleworking complemented with onsite work. Employees will be required to travel to various County properties/locations in the regular performance of assigned duties. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington State and within a reasonable distance of their King County worksite to respond to workplace reporting requirements.


        Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.


        WORK SCHEDULE

        This position is anticipated to be full time, assigned 40 hours per week, typically Monday through Friday. This position is exempt from the provisions of the Fair Labor Standards Act, and is therefore not eligible for overtime pay. This position is eligible for telework/remote work.
