      *JOB DESCRIPTION:

      Under the direct supervision of the Managing Director of Finance, the Senior Enterprise Controller is primarily responsible for financial statements and fiscal reports of various programs and entities for the PHMC Enterprise in its entirety rather than on a single business unit or subsidiary basis. Within this sphere of responsibility, the Senior Enterprise Controller acts as Business Manger ensuring business decisions are in alignment with directed Enterprise-wide objectives such as profitability, funder requirements, and generally accepted accounting standards. This position will assist the Managing Director of Finance in the preparation and coordination of formal budget and forecasting program as well as significant elements of the monthly close process. This position will work closely with senior staff to implement and maintain a responsible accounting reporting system. This position will work directly with independent auditors in preparing audit schedules and initiate internal audit functions. The position will work directly with Finance Supervisors/Managers in the areas of cash forecasting and contract billing. This position will oversee the payroll department.

      *RESPONSIBILITIES:

      · Reviews/Prepares cost reimbursement and fee for service program invoices.

      · Monitors fee for service revenue activity against budget targets. Develops budget targets in collaboration with program leadership, forecasts, and reforecasts as necessary.

      · Reviews/Analyzes/Proposes funding models in collaboration with program leadership and is a key player in funder discussions.

      · Oversees/manages accounting cycle for business unit/subsidiary(ies).

      · Oversee Payroll department, including biweekly payroll process and year end processes.

      · Prepares/Reviews monthly financial statements and narrative for senior staff and Board review in a timely manner.

      · Oversees business unit/subsidiary accounting cycle and junior level finance staff such as staff and senior accountants, accounting managers, and controllers including more junior enterprise controllers to ensure timely and accurate monthly/year-end close.

      · Coordinates with centralized finance operations such as accounts payable, payroll, billing to ensure timely and accurate monthly/year-end close.

      · Oversees Corporate Budget process for business unit/subsidiary(ies) and compiles Enterprise-wide reporting for senior staff and board discussion.

      · Prepares budgets working along side of senior program staff for existing and new programming alike.

      · Advises senior PHMC leaders regarding new acquisitions

      · Plans and operationalizes new business model/accounting integration of new acquisitions.

      · Reviews/Completes Enterprise-Wide Accounts Receivable reporting for internal and external stakeholders. Follows up with funders on collections as necessary via phone calls and written correspondence.

      · Actively mentors staff and other controllers encouraging their continued growth and advising staff on prudent business and accounting decisions.

      · Manages cash and ensures adequate controls over assets and within the accounting system itself.

      · Reconciles/reviews bank statements.

      · Performs analysis on budget vs. actual variances and provides program staff with recommendations on program spending.

      · Oversees/Performs Enterprise-wide Allocations over multiple cost centers such as payroll allocations, insurance allocations, occupancy allocations

      · Compiles/Analyzes quarterly budget vs actual reporting for shared services and meets with Shared Services leaders regarding variances, spending, and budget planning.

      · Compiles Subsidiary Management Contract budgets for all subsidiaries ensuring equity and appropriateness of all charges.

      · Provides analysis on corporate indirect cost recovery and equity of charges within business units/subsidiaries to ensure all costs are accounted for.

      · Prepares indirect cost rate packages for federal submission and approval

      · Oversee single business unit/subsidiary accounting operations.

      · Oversees maintenance of account files, ensuring accuracy and completeness.

      · Composes form letters and correspondence used in accounts receivable activities.

      · Researches and reconciles individual accounts. Summarizes findings in reports.

      · Perform quality control procedures and internal audit functions.

      · Assists program staff in strategic planning exercises.

      · Prepares audit schedules. Works closely with auditors as they complete annual audit and tax work. Review audits and tax returns.

      · Work on expanding PHMC’s technical assistant clients.

      *SKILLS:

      · Proficiency with electronic data reporting and retrieval, electronic mail, and web-based applications.

      · Proficiency with Microsoft Office applications.

      · Excellent interpersonal, verbal, and written communication skills.

      · Strong problem solving.

      · Demonstrate ability to work independently and to organize and prioritize work.

      · Working knowledge of government contracts and reimbursement policies and procedures.

      · Must possess technical and professional accounting skills.

      · Strong supervisory skills.

      *EXPERIENCE:

      Ten to fifteen years of related work experience within the non-profit accounting/management field or the equivalent combination of experience and education of which all should be in supervisory capacity.

      *EDUCATION REQUIREMENT:

      BS degree in Accounting; MBA/CPA required.
