      THE OPPORTUNITY

      Are you interested in a fulfilling career protecting the environment and supporting wastewater and water resource programs for the local community? The Agency is seeking a motivated, detail-oriented, and analytical problem solver to serve as its next Senior Environmental Resources Planner within the Planning and Resources Department, Compliance and Sustainability Unit. IEUA is currently working on an exciting portfolio of diverse water resources that includes imported water, surface water, groundwater, recycled water, and wastewater supplies, to increase the reliability and demand within the Agency's service area. As a Senior Environmental Resources Planner, you will make a positive contribution to the department by working on multi-media environmental compliance related tasks for air, wastewater, recycled water, groundwater recharge, stormwater, biosolids, and compost. Incumbents will perform a wide range of professional tasks including: preparing and submitting various reports to regulatory agencies, conducting facilities inspections and compliance audits to ensure regulatory requirements have been met, preparing and submitting permit renewals and amendments, preparing compliance guidance documents and conducting training, participating in process optimization and troubleshooting, reviewing and analyzing proposed compliance regulations and the potential impact to the Agency, implementing new regulations, acting as liaison with regulatory agencies, and coordinating the work with other Agency departments, external consultants, contractors, and entities.

      The Planning and Resources Department is responsible for planning and implementing projects and programs to cost effectively meet future regional water, wastewater and energy management needs through enhanced partnerships with various regional stakeholders. The Compliance and Sustainability Unit promotes and monitors Agency programs, as well as maintaining the integrity of the core Agency processes by maintaining compliance with all applicable federal, state, and local environmental regulations and requirements while minimizing Agency liability.

      This recruitment is being conducted to fill one (1) vacancy and will establish an eligibility list which may be used to fill future vacancies as they occur during the active status of the eligibility list.

      The candidate selected to fill the (1) vacancy may be selected from either this Senior Environmental Resources Planner recruitment or from the active Senior Associate Engineer recruitment.       Probationary Period: 12 months
      Under direction, performs complex technical and administrative activities to ensure the Agency's environmental compliance with federal, state and local regulations; prepares and submits major regulatory reports; develops, recommends and implements policies and procedures; develops, coordinates and manages projects or programs; and performs related duties as assigned.
      DISTINGUISHING CHARACTERISTICS:
      Senior Environmental Planner is the journey-level to advanced journey-level professional classification in the environmental planning series. Incumbents are responsible for planning, coordinating and directing various tasks, functions and programs within their areas of responsibility. The work of this class involves decision-making responsibilities and independent thinking.
      Positions at this level are distinguished from the Environmental Planner II by the performance of the full range of duties as assigned, working independently, applying well-developed technical knowledge, and exercising judgment and initiative. Incumbents perform the more complex assignments in this function, requiring greater knowledge of department responsibilities, Agency programs and myriad regulations gained through experience/training and in-depth knowledge of the various federal, state and local laws related to environmental planning and compliance.

      Prepares and submits various detailed reports to regulatory agencies, such as the South Coast Air Quality Management District (AQMD), California Air Resources Board (CARB), Regional Water Quality Control Board (RWQCB), State Water Resources Control Board (SWRCB), Environmental Protection Agency (EPA), and California Department of Public health (CDPH); conducts monthly, quarterly, semiannual and annual monitoring and reporting as specified in regulatory permits for water, wastewater, recycled water, bio solids, industrial storm water, groundwater recharge and sanitary sewer flow.
      Performs air-quality reporting such as annual emissions reports (AER), internal combustion engine (ICE) source testing, continuous emissions monitoring system (CEMS), and Title V semiannual monitoring (SAM).
      Performs compliance and audit activities in support of water and air-quality programs and related regulatory requirements to ensure that plans and practices are established and maintained and regulatory requirements have been met; conducts facilities inspections; develops and maintains computerized tracking systems.
      Develops, schedules, coordinates and reports on special projects requiring complex field and scientific studies and investigations.
      Oversees assigned aspects of Environmental Management Programs, including ensuring permit requirements are met and tracking and overseeing implementation of new regulations; acts as primary liaison with regulatory agencies for regulatory compliance and inspections; creates and submits compliance and administrative reports.
      Reviews and analyzes EPA and other agency regulations and reports for their impact on IEUA's environmental compliance programs; recommends and implements approved changes to Agency ordinances as a result of regulatory changes; schedules and conducts meetings with regulatory agencies to discuss permitting, monitoring, enforcement and regulatory issues and changes.
      Processes permit renewals, amendments and revision requests; responds to internal and external data requests.
      Keeps informed of major environmental/biological or wastewater pretreatment issues and regulations through conferences, workshops, seminars and publications.
      Prepares presentation materials and conducts Operator training on environmental compliance; develops compliance guidance documents.
      Develops and recommends strategies that plan for, identify and coordinate imported water, surface water, groundwater, recycled water and wastewater supplies, reliability and demand within the Agency's service region; conducts computer modeling and analyses; drafts short- and long-term planning reports and technical documents; compiles, analyzes and reports on water production data; tracks water production from multiple agencies; identifies and recommends future facilities/infrastructure projects needed to meet regional service demands, integrating multiple planning documents and water policies/agreements.
      Manages initiatives such as the Metropolitan Water District and Chino Basin Watermaster resource programs and agreements; conducts program assessments; creates monthly production certificates and processes invoices.
      May perform complex engineering design oversight and technical evaluations, including hydraulic modeling reviews; administers professional service and construction contracts.
      May oversee and coordinate the Non-Reclaimable Wastewater System disposal agreement with Los Angeles and Orange County sanitation agencies; prepares/administers contracts; conducts rate analyses and recommends rate structures; drafts new resolutions; ensures IEUA's compliance with applicable environmental regulations.
      Performs a wide range of professional, complex duties to ensure the Agency's environmental compliance with all federal, state and local laws/ordinances related Agency programs including water, wastewater, groundwater, industrial waste and air quality; interprets and provides knowledgeable guidance on the California Environmental Quality Act (CEQA) and environmental permitting.
      Ensures Agency compliance with all air-quality regulations; performs compliance audits of Agency facilities and operations; trains staff Agency-wide on maintaining compliance; prepares multiple reports for regulatory agencies such as South Coast Air Quality Management District, California Air Resources Board; Regional Water Quality Control Board, California Department of Public Health and the Environmental Protection Agency (EPA).
      Participates in the Agency's efficient management and oversight of its energy program.


      EDUCATION, TRAINING AND EXPERIENCE:
      Graduation from an accredited four-year college or university with a degree in environmental science, a laboratory science or a related field, and four years of professional-level experience in wastewater treatment, environmental planning, environmental compliance or environmental testing; or an equivalent combination of education, training and experience.
      LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:
      A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program.
      Some assignments may require a Permitting Professional certificate issued by South Coast Air Quality Management District.

      KNOWLEDGE OF:
