      PRIMARY DUTIES: Under general supervision, researches and analyzes data for municipal planning projects for the Planning Services Department (PSD); performs experienced professional work of technical difficulty, provides technical expertise on planning, zoning, and transportation issues, and assists with the development of the Comprehensive Plan and City ordinance.

      ESSENTIAL FUNCTIONS:
      • Researches and analyzes data for urban planning projects, including zoning, subdivisions, ordinances, development review, historic preservation, and transportation; resolves problems within scope of authority; duties may vary according to job assignment.
      • Provides comprehensive technical and professional planning services to achieve structured and organized growth and development in the City; assures project plans are in conformance to City goals and in compliance with state and federal regulations and City codes, policies and procedures.
      • Creates maps and data presentations for planning projects using Geographical Information Systems (GIS) software applications; provides professional evaluations and reports as appropriate.
      • Answers inquiries and assists developers and other agencies in matters relating to City standards and regulations; provides information and recommendations within scope of authority.
      • Reviews and evaluates complex development plans, ordinances and technical documents; assures planning issues are properly addressed and resolved; verifies compliance with regional standards and regulatory requirements. • Analyzes a variety of planning issues and develops and presents reports and recommendations in public meetings to the City Council, advisory boards and commissions.
      • Coordinates issues with other departments, community groups and regional agencies; attends public meetings and presents information on regional planning and zoning issues; interprets and explains City codes, policies, procedures, rules and regulations.
      • Collects, analyzes and reports planning services data; reviews technical documents and other records to evaluate data quality and accuracy; coordinates plan and issues with other state and regional agencies. Required for All Jobs • Performs other related duties as assigned.

      MINIMUM QUALIFICATIONS:
      • Bachelor's DegreeIn Urban Planning, Business or Public Administration, Engineering, Geography and Architecture
      • Two years of Urban planning experience; or an equivalent combination of education and experience.
