- Bachelor's degree (or higher) in an architecture, engineering, or construction management field.
- One (1) year of experience in municipal building plans review/inspection OR light-frame construction with responsibility for interpreting and ensuring compliance with the International Building Code (IBC)
- High school or GED plus five (5) years of the required experience will meet the education and experience requirements.
- Associate degree in an architecture, engineering, or construction management field plus three (3) years of the required experience will meet the education and experience requirements.
- Associate degree in an architecture, engineering or construction management field plus ICC Building or Residential certification plus two (2) years of the required experience will meet the education and experience requirements.
- High school or GED plus ICC Building or Residential certificate plus four (4) years of the required experience will meet the education and experience requirements.
- Valid driver's license with good driving record.
- Must be able to obtain ICC Certification in an appropriate discipline within one (1) year of employment.
- Exposure to any of the Green codes / standards (IgCC, LEED, Green Built Texas, ICC 700) and/or Energy code (IECC) is a plus.
The Senior Plans Examiner reviews, examines, and analyzes residential, commercial and multi-family building plans and specifications for compliance with City Building, Zoning, and other applicable Codes.
Senior Plans Examiner (Building): This position provides the best service experience possible while ensuring compliance with the building, and fire codes in a fast-paced environment for new commercial projects as well as commercial remodel projects. The position will perform building plan review on all commercial projects. An understanding of building terms, principles, code requirements, blueprint reading and problem solving is essential. Excellent customer service skills are a must.1 Inspects and performs evaluations on various building and construction sites throughout the City; evaluates all building projects and provides a broad evaluation of all building activities ensuring compliance, safety, and skill; assists and supports inspectors with research, questions, complex inspections, and other code interpretations; provides scheduling and ensures all work is delegated and completed.2 Investigates alleged violations of federal, state, and local codes, ordinances, and regulations; determines violations and appropriate correction measures; determines and communicates methods to achieve conformance and approves alternate methods for compliance.
3 Issues and drafts notices of violation, citations or closures, conducts follow-up inspections to ensure corrections are made; patrols and visits sites regularly to monitor building progress and code compliance; provides senior level leadership for inspections, code compliance process, and other code interpretations.
4 Provides information to customers regarding codes and other regulatory requirements; serves as a subject matter expert on related regulatory codes; monitors and inspects barricades and other safety related signs and equipment.
5 May provide testimony during hearings and trials for prosecution of violators of applicable Dallas City Codes or state and federal regulations.
6 Examines building, sign, and construction work performed by outside contractors and city personnel to enforce compliance with contract specifications and ensure quality control; reviews plans and related contracts and communicates effectively with contractors, engineers, architects, and the general public to respond to technical problems; visits job sites and contractors' place of business to inspect work and materials on hand.
7 Measures quantities of materials used and keeps an accurate records of events to verify contractor's invoice quantities prior to payment; reviews and evaluates all permits for job sites ensuring appropriate dates and information.
8 Reviews construction plans for compliance with the City's building, barricade, and sign regulations and makes corrections in design or construction as warranted; inspects work performed at construction sites in a specific trades area, issues red, yellow or green tags depending on contractor's compliance with code, and maintains information on permits issued in assigned area and daily activities.
9 Provides and participates in various training necessary to stay abreast of changing trends in building and construction trades and related inspection regulations; gives direction and mechanical incite to other contractors and City staff working construction projects.
10 Keeps abreast of new materials used in construction, new repair scams, and changes in relevant codes and ordinances; attends construction meetings and other trainings to ensure work is being complete according to plans and codes.
11 Writes citations when necessary to correct violations of code or ordinances.
12 Performs any and all other work as needed or assigned
EDUCATION:2 Knowledge of code compliance and enforcement.
3 Ability to conduct thorough inspections.
4 Ability to establish a good rapport and working relationship with federal, state, and local agencies, other city departments, and the general public.
5 Knowledge of supervision, training, and overseeing inspectors; evaluating work and recommending changes.
6 Ability to use power and hand maintenance tools, inspection tools, and precision test equipment.
7 Thorough knowledge of construction methods and techniques.
8 Knowledge of plumbing, irrigation, gas, and related mechanical expertise.
9 Thorough knowledge of Uniform Plumbing, Mechanical, Electrical, Building, or Zoning Codes with City of Dallas amendments, Dallas Development Code, Texas Manual on Uniform Traffic Control Devices, or city ordinances related to consumer protection.
10 May require ability to read and interpret construction plans and specifications, depending on assignment.
11 Ability to read, interpret, and apply City codes and ordinances.
12 Communicating effectively verbally and in writing.
13 Establishing and maintaining effective working relationships.
14 Ability to effectively enforce city codes and code-related rules and regulations with firmness, tact, and impartiality.
T he salary listed on this job posting is the entire salary range : amount offered will depend on qualifications.
For evaluation purposes, acceptable qualifying experience for all positions must have been in a paid capacity unless noted otherwise in the minimum qualifications for the posted position.
Additionally, 30+ hours per week will be counted as full-time employment and will receive full credit for the amount of time employed. A minimum of 15 through 29 work hours per week will be counted as part-time employment and will receive half credit for the amount of time employed.
