  Introduction to the role of the team
  Procurement and Commercial Services (PACS) is a trusted partner at the very heart of procurement and commercial activity within Leeds City Council. We add value through our industry insights, knowledge, expertise and use of data-analytics to maximise outputs and benefits. Our adaptable and outcomes-focused staff continually develop innovative and market-leading practices to problem solving in order to help achieve our Best City Ambition and breakthrough priorities.

  Responsible for setting, supporting and monitoring the policies and procedures for Leeds City Council’s procurement, purchasing, contract management and commercial activity, PACS is a forward-thinking multidisciplinary service. Working as a team and across the different disciplines, we include procurement professionals, accountant
  
  PACS procurement team utilises a category management approach and provides services with industry insights, knowledge and expertise to help shape procurement activity of procurements in relation Leeds City Council’s £1bn annual external spend. The key areas of focus comprise the following:

  • Value for money, and efficiency
  • Governance – legal compliance and managing risk
  • Social Value and the Foundation Living Wage
  • Commercial opportunities
  • Supplier engagement and contract management

We help staff to achieve professional qualifications through our commitment to procurement apprenticeships and maintain the highest quality from a focused continuing professional development training package.

  
  Your role

  • You will be working as part of the People Services team to implement the Adoption Procurement programme (National and Regional).
  • You will be responsible for providing professional advisory and management functions in respect of complex medium to high risk and/or value procurements and procurement projects, advising clients and ensuring compliance with procedures, process, current contractual arrangements and a range of statutory and regulatory undertakings, supporting a category management approach and advising members and directorates on related commercial activity.
