- Analyzes bid specifications and assists project managers in developing work break-down structures, staffing plans for proposed projects, and initial project planning
- Participates in job transition, start-up, and project implementation by managing the development of the budget, project schedule, schedule of values, Earned Value Management, procurement plans, and submittal schedules
- Maintains baseline and updated project budgets and schedules, and all version histories
- Ensures that SOP’s are followed within the project controls department and provides feedback to management when processes are not followed within the various support departments or at the project level
- Provides management with input to help them make decisions regarding how resources are managed and deliveries are scheduled to meet project goals
- Recommends corrective action and monitors effectiveness of responses to issues identified by targets and goals, budgets, and other metrics
- Collaborates with project team, support staff and leadership in managing the processes for change orders, budgets, project schedules, procurement, financial reporting, billing, cash management, invoice approvals, and payroll
- Provides input with the pricing/negotiation of client generated changes and pending change orders that may result from field conditions that impact cost, schedule, sequence of work, etc.
- Supports Project Managers by performing cash flow analysis including managing billings and communicating with client regarding payments
- Oversees OpX implementation support across multiple business units as determined by senior management
- Provides technical support to develop OpX operating models that are both customized to each individual business and in line with overall OpX standardization goals
- Provides architecture to support programs that are both efficient and consistently in line with core IT solutions (such as Vista) and easy to use end-user interfaces
- Provides oversight and development support of region-specific standardized operating procedures; ensures SOPs are developed within standards, are relevant, and are kept current/value-added over time. Regularly solicit’s feedback and provides recommendations to management for improvement
- Oversees project engaging review process across assigned regions
- Ensures timely and effective reviews are held, deficiencies noted and accurate management reporting is provided for each review
- Establishes and enforces departmental standards for data integrity and accuracy
- Supervises, trains, evaluates, and develops direct reports; ensures support managers within area of responsibility also supervise, train, evaluate and develop their direct reports
- Ensures project controls resources are effectively scaled across business units to maximize cost and resource efficiency
- Takes appropriate action to develop direct reports including, but not limited to, preparing and monitoring career development plans, promotions, demotions, lateral moves, corrective action, and progressive discipline ensures support managers also take appropriate action with their staffs
- Conducts department staff meetings and participates in developing initiatives, goals, objectives, systems, policies, and procedures
- Ensures that staff receive timely and appropriate compensation
- Bachelor’s degree from an accredited college or university and 10 years’ related construction experience and/or training including 5 years’ of direct scheduling and cost engineering experience; or equivalent combination of education and experience
- Proficiency in Microsoft software programs such as Word, and PowerPoint
- Proficiency in database architecture, management/administration and data integrity
- Expert level proficiency in software programs such as Microsoft Excel, PowerBI, SQL
- Limited travel required
- Ability to read, analyze, and interpret business-related periodicals, journals, technical procedures, and governmental regulations
- Ability to effectively present information, and respond to questions from groups of managers, clients, customers, and the general public
- Meticulous; high attention to detail
- Ability to work with mathematical concepts such as probability and statistical inference
- Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations
- Ability to understand Cost Accounting
- Ability to work independently
- Ability to read, understand, and retain a working knowledge of contracts, specifications, drawings, and scope of work
- Ability to work within a multi-functional team, recognizing and balancing various project needs against individual project requirements

Summary
The Senior Project Controls Manager develops and manages all administrative aspects of the project through documentation of cost, schedule, and change order management. S/he oversees and collaborates with Project Control Managers in the DC and Southeast Regions.
