      The City of Anaheim seeks a Senior Project Manager to independently perform a variety of advanced level professional duties and responsibilities involved in the administration of the more complex projects in the Economic Development Department. Economic Development leads investment and business growth, retention, and expansion in Anaheim, including revitalization of the commercial hubs of our city's neighborhoods.

      Candidates must possess at least four (4) years of responsible program and project management experience in economic development, real estate or development, urban planning, business, and/or public administration. Experience will be supplemented by a Bachelor’s degree from an accredited college or university with major course work in business administration, public administration, urban planning, architecture, engineering, finance, or a related field. A Master’s degree is preferred. An ideal candidate will be an excellent communicator and possess a strong understanding of development and entitlement disciplines. Prior municipal government / public agency work experience is highly desirable.

      The anticipated salary offer to candidates will range between $100,729 - $138,502 annually. Depending on the selected candidate's qualifications and further approvals, the City may consider offers up to $151,093 annually.       The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.

      Supervise, coordinate, and participate in the management of assigned economic development projects; assign, supervise, train, and review the work of project management staff, contractors, and consultants assigned to projects; review and update economic development project area plans; supervise project area formation.

      Participate in the implementation of goals and objectives as well as policies and procedures related to economic development projects; establish project administration techniques and methods.

      Review and recommend the approval of redevelopment project proposals to the appropriate committees and commissions; coordinate design and planning services for assigned projects; review design concepts for compliance with area wide development plans.

      Participate in the negotiation, implementation, and administration of agreements that may have an economic and financial impact on the City including disposition and development agreements, owner participation agreements, purchase and sale agreements, exclusive right to negotiate agreements, economic development agreements, tax-exempt bonds, professional services agreements, leases, sub-recipient agreements, parking rights, CC&R’s, and easement agreements.

      Conduct research, perform complex analysis and make recommendations regarding program design; implement programs which may include such functions as scheduling, coordinating and assigning personnel to projects

      Participate in the development of programs for property management and housing development and redevelopment acquisitions; assist in the preparation of proper documentation for acquisition and relocation projects.

      Plan and implement Economic Development Department acquisition services including acquisition, relocation, demolition, and property management.

      Evaluate and recommend professional consulting services; develop and disseminate Requests for Proposals and Request for Qualifications; assist in the negotiation, preparation and administration of professional services contracts; recommend and prepare amendments to professional services contracts.

      Monitor agreements and projects for compliance with rules and requirements.

      Conduct presentations to community, developers, potential tenants, and investors to encourage program participation.

      Monitor development project budgets; submit budget justifications; monitor and control expenditures; prepare and coordinate program budget forms, reports and work sheets; participate in the preparation and development of the department and division budgets.

      Answer questions and respond to requests for economic development data and information from councils, commissions, businesses, developers, consultants, and the general public; investigate complaints and recommend corrective action as necessary to resolve complaints.

      Provide staff assistance to higher level management staff; participate in special projects as assigned; participate on and provide staff support to a variety of committees and groups; prepare and present staff reports and other correspondence as appropriate and necessary.

      Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of economic development; incorporate new developments as appropriate.

      As assigned, coordinate the planning and implementation of public infrastructure improvements in project and/or neighborhood preservation areas; analyze the impact of public improvement requirements on redevelopment projects; prioritize and determine public improvement project completion dates.

      As assigned, coordinate consultant environmental analysis and testing of proposed acquisitions; monitor implementation of consultant recommendations with respect to environmental conditions of properties.

      Perform related duties as required.
      Experience and Education : Four (4) years of responsible program and project management experience in economic development, real estate or development, urban planning, business, and/or public administration. Experience will be supplemented by a Bachelor’s degree from an accredited college or university with major course work in business administration, public administration, urban planning, architecture, engineering, finance, or a related field. A Master’s degree is preferred. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.

      Knowledge of: Advanced principles and practices of Economic Development and architectural design; principles and practices of public infrastructure and capital improvement construction administration; principles and practices of contract administration; principles and practices of project and construction management; land use entitlement and building permit process for development projects; principles and procedures of financial accounting, budgeting, and financial analysis; methods and techniques of effective technical, administrative, and financial record keeping, report preparation, and presentation; principles of business letter writing; pertinent federal, state, and local laws, codes, and regulations; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; principles of supervision, training and performance evaluation.

      Ability to: Lead, organize, and review the work of professional personnel and consultants; analyze, evaluate. and modify economic development program methods and procedures; interpret construction administration documents and site plans; prepare plans, specifications, and bid documents; interpret and explain development policies and procedures; interpret and explain economic development policies and procedures; understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations; properly interpret, ensure compliance with, and make recommendations in accordance with laws, regulations, and policies; analyze and interpret developer financial statements and proformas; work cooperatively with other departments, City officials, and outside agencies; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on issues in area of responsibility; organize and prioritize timelines and project schedules in an effective and timely manner; manage consultant contracts; prepare and administer large project budgets; prepare clear and concise reports; operate and use modern office equipment including a computer and various software packages; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.

      License/Certification Required: Possession of a California Class C Driver's
      License.
