What to Expect (Job Responsibilities):
- Analyze and review complex technical work products related to power supply, modeling, and forecasts within the Energy Rates and Services section
- Provide expert recommendations on utility filings through formal memoranda, public presentations, and expert testimony
- Lead negotiations and manage emerging disputes to align with the commission's objectives
- Design and implement staff training programs to enhance capacity and expertise within the Energy section
- Initiate and lead investigations into utility practices, providing strategic recommendations for resolution
What is Required (Qualifications):
- Bachelor's degree or higher in business administration, economics, engineering, or a related field
- At least 5 years of progressive experience in planning, forecasting, or policy guidance related to utility regulation
- Advanced knowledge of statistical modeling, forecasting techniques, and energy marketing tools
- Demonstrated strategic experience leading cross-functional teams or complex projects
- Strong analytical skills with the ability to interpret complex data and provide informed recommendations
How to Stand Out (Preferred Qualifications):
- An advanced degree in a relevant field such as business administration or economics
- Experience performing regulatory analysis for Washington state government
- Advanced experience writing for decision-makers or applying legal writing principles
- Familiarity with data analytical tools and concepts, including Microsoft software packages like Power Query and PowerBI
