      • Annual Salary Range for Senior Program Analyst: $97,336 - $129,781 - Exempt / Union Represented
      • Annual Salary Range for Lead Program Analyst: $112,491 - $149,972 - Exempt / Union Represented
      • Annual Salary Range for Principal Program Analyst: $117,784 - $157,026 - Exempt / Union Represented

      The Ideal Candidate:

      The Senior Program Analyst, Lead Program Analyst, and Principal Program Analyst play critical roles in ensuring the State Bar meets its regulatory and statutory obligations through oversight of various compliance functions. They work directly with the Office of the Executive Director to identify and monitor compliance with statutes, rules, policies, and procedures. They learn operational procedures across different State Bar offices to meet research and reporting needs, evaluate administrative processes, and recommend solutions.

      These analysts develop and maintain policies related to regulatory requirements, requiring strong writing and analytical skills. They serve in divisions focused on organizational improvement, accountability, and effectiveness using data and document analysis, as well as program assessment. The roles demand attention to detail, organizational skills, and the ability to work cross-functionally with stakeholders including state auditors, the Board of Trustees, and various State Bar offices.

      The Office of Compliance seeks to fill one position at either the Senior Program Analyst, Lead Program Analyst, or Principal Program Analyst level. An offer will be extended based on the candidate's experience and the level that best fits their qualifications.

      Senior Program Analyst:

      Definition:

      • Conducts professional analysis and administers programs under general direction.
      • Performs specialty assignments and may lead lower-level staff.
      • Performs related work as required.

      Distinguishing Characteristics:

      • Performs advanced, specialized work requiring technical expertise and complex analytical procedures.
      • Exercises significant professional judgment independently.
      • May lead project teams or support staff.
      • Responsible for project planning and high-level analysis.

      Minimum Qualifications:

      Education:

      • Bachelor's degree in a relevant field or equivalent experience.

      Experience:

      • At least three (3) years of professional experience in data collection, evaluation, research, or analysis in a public sector, legal, or nonprofit environment.

      Lead Program Analyst:

      Definition:

      • Plans, organizes, leads, and conducts complex analysis, program administration, and project management.
      • Analyzes programs, conducts research, internal audits, and develops policies and procedures.
      • May act as an individual contributor or team lead.

      Distinguishing Characteristics:

      • Handles more complex responsibilities than the Senior level, with minimal supervision.

      Minimum Qualifications:

      Education:

      • Bachelor's degree or higher in a relevant field; JD or master's may substitute for experience.

      Experience:

      • Minimum five (5) years, including two (2) at an advanced level, in research, data analysis, or audits.

      Principal Program Analyst:

      Definition:

      • Responsible for institutional program evaluation, research, data analysis, and supporting special projects.
      • Supports organizational improvement and may oversee functions.

      Distinguishing Characteristics:

      • Handles agency-wide programs with high complexity and sensitivity.
      • Works independently and may supervise staff.

      Minimum Qualifications:

      Education:

      • Bachelor's degree or equivalent; master's preferred.

      Experience:

      • At least five (5) years in business process reengineering, data collection, or audits, with a master's degree potentially substituting for experience.
