Job Description

- Provides a leadership and coordination function in the area of disability management consultation and advice to management
- Serves as a mentor/coach to consultants and program support staff in providing leadership, developing recommendations, implementing solutions and ensuring quality in service delivery
- Provides consultation, interpretation and direct human resource services to a group of divisions in all areas of Disability Management such as planning, implementing, advocating, promoting and monitoring of occupational and non-occupational disability management strategies and programs.
- Provides consultation on the assessment of return to work processes, accommodation and work modification needs
- Provides guidance on an ongoing basis to management on disability matters, including consultation of return to work for injured or ill workers.
- Prepares regular summaries highlighting the progress of occupational and non-occupational disability management matters.
- Responsible for all aspects of WSIB claims management utilizing the City's QuatroSafety system.
- Provides a leadership and coordination function to senior division management in the area of WSIB procedures and process, production of statistics to assist divisions in evaluating their health and safety/early and safe return to work
- Provides consultation and guidance including compliance with legislation as well as collective agreements and policies, programs and processes
- Act as the Division's advocate and the City's representative with the Workplace Safety and Insurance Board, including at WSIB and Workplace Safety and Insurance Appeals Tribunal hearings.
- Ensures the development and/or facilitation of an array of training programs related to Disability Management.
- Considerable experience providing occupational and non-occupational disability management consultancy and advice, in a major unionized public and/or private sector organization.
- Post-secondary degree or diploma in related discipline (i.e. Disability Management studies, accommodation management, human resources, health and safety, etc.), or an equivalent combination of education and experience.
- Experience providing mentoring and/or coaching teams
- A thorough knowledge of the Ontario Occupational Health and Safety Act,, Ontario Workers Safety and Insurance Act, WSIB policies and practices, Ontario Human Rights Code, contractual obligations and sound human resource practices
- Highly developed interpersonal skills with the ability to develop and maintain productive working relationships with People & Equity staff, employees, management, and union representatives.
- Strong ability to identify business needs and opportunities for change/improvement as well as initiating, coordinating and managing the implementation of solutions and preventive measures to potential issues.
- Strong problem solving skills, ability to exercise discretion, sound judgement and work with a high degree of autonomy.
- Experience in the WSIB Schedule 2 sector is considered an asset

As a Senior HR Consultant, Disability Management, you will provide a leadership and coordination function in all areas of disability management. Reporting to the Manager, Occupational Health, Safety & Disability Management, you will be a key member of a team of professionals providing a range of expertise, consultation and advice to management in all aspects of disability management and applicable collective agreements, policies and procedures. You are a solutions-oriented leader with expert knowledge of occupational (Ontario WSIB) and non-occupational disability management, as well as short-term and long-term disability, return to work and attendance management.
