      SUMMARY OF DUTIES:
      The Sr. Mgr Workforce Planning Analytics has overall responsibility for the creation, management, and analysis of the programmatic project management staffing plan for Capital Delivery (CAPD). This position will forecast/strategize CAPD’s active and future project management staffing needs, primarily for capital construction projects, and ensure alignment between planned recruitments and the capital program project pipeline.


      This position will work with project implementation leaders to understand their project personnel skill gaps and career goals, review individual project staffing plans, confirm recruitment alignment, identify current project staffing risks, plan future project staffing needs, ensure departmental alignment of consistent project staffing, and develop strategies to ensure all projects have the support needed to successfully implement and deliver their projects.


      The Sr. Mgr Workforce Planning Analytics will collaborate with stakeholders and internal team members to support establishing interdepartmental workforce policies, procedures, and guidance documents, primarily associated with project management staffing plans and the capital program project pipeline. This position will partner internally to compile project staffing data, analyze the data for meaningful insights, track the data against KPI’s, and develop standardized reporting at the project, program, and portfolio levels.

      ESSENTIAL FUNCTIONS:

      • Serve as a Subject Matter Expert (SME) to assist project implementation leaders in the development, review, evaluation, and revision of their construction project staffing plans.
      • Partner with internal stakeholders and project implementation leaders to identify individual employee skillsets, personnel skill gaps, and potential career development progression, to develop a long-range project management utilization plan that aligns to the capital program project pipeline.
      • Ensure project staffing plans align with departmental consistency framework, recruitment timing, and supports effective management of the project for successful delivery.
      • Compile individual project staffing plans and perform programmatic analyses, to provide meaningful insights, track data against KPI’s, and develop standardized reporting for use cases across the department and organization.
      • Support the development, use, and application of interdepartmental workforce policies, procedures, and guidance documents, primarily associated with project management staffing plans and the capital program project pipeline.

      MINIMUM QUALIFICATIONS:

      • Bachelor’s Degree in Business Administration, Human Resources, Planning, Construction, Engineering, or a related field.
      • Demonstrated experience showing effective leadership and problem-solving skills, with the ability to identify root problems and then develop and implement solutions.
      • Demonstrated experience in developing and managing programmatic staffing plans and/or project resource forecasts.
      • Demonstrated skills using Microsoft Office.


      MINIMUM KSA (Knowledge, Skills and Abilities):

      • Extensive knowledge of diverse capital construction projects, across all phases of the Project Lifecycle, including an understanding of project support functions and roles.
      • Demonstrated experience forecasting comprehensive staffing plans for complex projects.
      • Demonstrated experience analyzing, interpreting, summarizing, and acting on quantitative and qualitative data.
      • Strong interpersonal communication skills, including writing and presentation skills; demonstrated ability to lead meetings, facilitate workshops, and resolve conflicts between individuals and/or groups.
      • Advanced time management skills.
      • Demonstrated ability to work with minimal supervision and to elevate issues requiring management action or intervention.


      PREFERRED QUALIFICATIONS:

      • Experience in establishing new processes and procedures.
      • 9+ years of relevant experience (14 or more years of relevant experience in lieu of a degree).
      • Experience in developing and managing programmatic project management staffing plans, resource forecasting, and/or workforce planning.
      • Experience in transit and/or railroad construction, project management, construction management or project planning.

      WORK ENVIRONMENT:

      • Travel: Up to 25% within the NEC, Washington DC, Philadelphia and New York
      • Will require visits to construction sites to meet with field teams and observe field work out on the railroad right of way, which may require lifting, climbing, etc.
      • Hybrid weekly work scheduling when not traveling on site. Hybrid days on site could vary week to weeek.


      COMMUNICATIONS AND INTERPERSONAL SKILLS:
      Must have excellent oral and written communication skills.

      The salary/hourly range is $135,800 - $195,600. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
