      Summary

      This position is located in the Office of the Chief Information Officer (OCIO), Cybersecurity and Privacy Operations Center (CPOC) Washington, DC.

      The Branch Chief will supervise the Privacy Management Branch in the Privacy Division, this is not a FOIA related position. It brings a heightened understanding of the importance of protecting the Personal Identifiable Information (PII) that USDA collects and uses as part of its mission.

      Duties

      • Formulates, plans, and manages the branch privacy program to: protect PII from unauthorized use, access, disclosure, or sharing; collect and process PII as transparently as possible.
      • Ensure Departmental compliance with statutory and other privacy requirements and information requests; and minimize unnecessary collection and maintenance of PII.
      • Develops and oversees privacy compliance program and privacy program staff, supporting privacy compliance, governance/policy, and incident response needs of privacy and security executives and their teams.
      • (PIAs) of the application's security design for the appropriate security controls, which protect the confidentiality and integrity of Personally Identifiable Information (PII).
      • Conducts evaluations of an IT program or its individual components to determine compliance with published standards.
      • Develop methods to monitor and measure risk, compliance, and assurance efforts.
      • Review or conduct audits of information technology (IT) programs and projects.
      • Examines data from multiple disparate sources with the goal of providing security and privacy insight.

      Qualifications

      Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

      Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

      Specialized Experience:GS-14: One year of specialized experience, equivalent to the GS-13 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Supervisory Government Information Specialist .For this position, the specialized experience is experience conducting and developing guidance to respond to privacy incidents, procedures Privacy Impact Assessments (PIAs), Privacy Threshold Analysis (PTAs) of the application's security design for the appropriate security controls, which protect the confidentiality and integrity of Personally Identifiable Information (PII).

      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

      • Duty location: If selected, candidates who live in the Washington, DC local commuting area will be expected to report to the Washington, DC office and may be offered telework.
