      This position is part of the Defense Media Activity, Defense Media Activity Riverside. The incumbent will be responsible for creating plans, direction, and organization, and exercises control over Technical Services personnel assigned to the Technical Services.

      Duties


      This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.


      As a Supervisory Telecommunications Specialist at the GS-0391-14 some of your typical work assignments may include:

      - Serves as Head of the Technical Services Directorate, responsible for directing information technology assets, broadcast engineering functions, equipment standardization programs, and frequency/circuit management for the American Forces Network (AFN).

      - Responsible for technical operations, which provide satellite, radio and television services for the AFN programming provided to DoD personnel and their families.

      - Responsible for ensuring that equipment and systems associated with studios, media production, signal distribution, transmitters, and satellite terminals are fully integrated and provides 24/7 broadcast and production operations.

      - Plans and programs systems designs, evaluations, standards, and policy development. Ensures quality control through performance testing.

      - Negotiates with U.S. and foreign communications officials regarding satellite and terrestrial frequency management. Seeks to innovate and improve technical support through innovative processes, while continuing to deliver value to clients and stakeholders.

      - Serves as the contracting officer's technical representative (COTR); provides engineering advice and recommendations to the AFN Command Group.

      - Responsible for developing a strategic vision for network engineering functions that are tied to the DMA Chief Information and Technology Officer (CITO) and network commander's strategic vision and priorities and is responsible for charting a proactive course.

      Qualifications


      You may qualify at the GS 14, if you fulfill the following qualifications:

      A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:
      • Technical manager experienced in broadcast and information technology systems,
      • Planning and program maintenance, repair, procurement and systems integration of complex information technology, broadcast television and radio systems, terrestrial and satellite telecommunications systems.
      • Specialization in networks, cloud technologies, cybersecurity of networks, systems and operations is desirable.

      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

      In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0391, series as listed below:

      Education

      Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

      Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.

      Experience

      General Experience (for GS-5 positions): Experience that provided a basic knowledge of telecommunications functions, problems, and/or solutions.

      Specialized Experience (for positions above GS-5): Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
