SUMMARY
This is highly responsible professional human resources work engaged in sourcing for under-represented groups and hard-to-fill positions, as well as building and maintaining relationships with key organizations.
The single position allocated to this classification reports to a designated supervisor and works under general supervision. Work in this class is distinguished from other classes by its extensive human resources (HR) and recruiting knowledge used to develop organizational diversity recruitment strategies and strategies to address hard-to-fill positions to improve and maintain the City of Gainesville’s (City) recruitment and hiring efforts.

ESSENTIAL JOB FUNCTIONS
Partners with managers and supervisors to develop innovative, short- and long-term organizational diversity recruitment strategies and strategies to address hard-to-fill positions to establish pools of highly qualified and diverse applicants.
Identifies and implements sourcing strategies based upon the job classification of the vacant position by creatively conducting research and/or utilizing a myriad of resources to include national organizations that support established recruiting strategies and student groups and student communities on target campuses.
Establishes comprehensive metrics and utilizes the applicant tracking system to effectively monitor, analyze and benchmark the City’s progress in workforce initiatives.
Collects, analyzes and interpolates statistical data; prepares varied reports, including quarterly summaries, forecasts, trend and workforce analyses. Presents findings and recommendations to management and assists management in interpreting data for effective results.
Studies actual, perceived and/or potential barriers to recruiting highly qualified and diverse candidates; and presents findings and recommendations to managers and/or officials using charts, slides, and other visual aids.
Identifies barriers and proposes solutions in such areas as policies, guidelines and/or procedures.
Takes a lead role in developing and managing relationships with the Office of Equal Opportunity, community groups, non-profit organizations and other institutions in an effort to further the City’s recruitment initiatives.
Represents the City at various local or state level recruitment events to include job fairs, conferences and other engagements.
Develops an on-going pipeline for addressing under-represented groups and hard-to-fill positions using research, networking, database mining, etc. for prospective applicants.
Sources highly qualified female and minority candidates based on the provided job description.
Coordinates recruiting, selection and processing of applicants for internal and external selection processes.
Works with community and business partners to identify representatives to serve as speakers, panelists and interviewers, and coordinates the Department of Human Resources participation at events to address under-represented groups and hard-to-fill positions.
Keeps abreast of current trends in recruiting.
Attends work on a continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
Represents the department at meetings, as assigned.
Assists Talent Acquisition Manager in planning, organizing, and directing the activities and operations within the department.
May act in absence of supervisor.
Performs other related duties as assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
Bachelor Degree from an accredited college or university with major course work in human resources, organizational development, business administration, public relations or related field and five (5) years of progressively responsible professional level recruiting experience in a high volume, fast-paced environment.
Or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities.
Experience in diversity and hard-to-fill position sourcing and recruiting is preferred.
An MBA or a Master's degree in human resources, organizational development, business administration, public relations or related field may substitute for experience on a year-for-year basis.
CERTIFICATIONS OR LICENSES
Licenses
Valid driver license required upon start date. Florida Driver License required within 30 days of start date.
Certifications
Certification as Senior Professional in Human Resources (SPHR) or Professional in Human Resources (PHR) is preferred.
KNOWLEDGE, SKILLS AND ABILITIES
Considerable knowledge of principles, practices, methods, theories and metrics of diversity and hard-to-fill position sourcing and recruiting.
Knowledge of employment laws, ordinances, regulations and statutes.
Demonstrated proficiency in utilizing a variety of recruitment strategies to include cold calling and direct sourcing.
Experience working with Internet recruiting including job boards, job posting and social networking.
Ability to develop innovative, short- and long-term organizational recruitment strategies and to evaluate work accomplishments.
Excellent analytical and research skills as demonstrated by the ability to collect, develop, assess, and blend information and recommendations from a wide variety of sources.
Strong critical and creative thinking skills to assess and resolve problems or issues by gathering and assessing information, taking advice, and using judgment that is consistent with standards, practices, policies, procedures, regulations or law.
Strong project management and organizational skills to plan, prioritize, multi-task and independently execute projects/tasks within specific deadlines while maintaining flexibility.
Ability to work under high stress levels, with frequent interruptions and with tight and often changing deadlines.
Excellent written and oral communication skills as demonstrated by the ability to articulate complex information and issues clearly and concisely.
Experience and ability to design and deliver presentations and materials to effectively educate management about recruiting strategies and initiatives.
Strong interpersonal skills as demonstrated by the ability to interact collaboratively and productively and to build effective relationships with individuals of diverse backgrounds, including City staff, local, state and national organizations, student groups and student communities, and the general public.
Ability to effectively lead or work as a member of a self-directed work team.
Ability to coach management through complex and difficult issues and to handle difficult conversations.
Demonstrated intermediate level knowledge of personal computers and related departmental software, including Excel, Word and PowerPoint.
Demonstrates a strong customer orientation.
Experience working within applicant-tracking tools.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.
PHYSICAL REQUIREMENTS
While performing the duties of this job, the employee is often required to sit for prolonged periods of time.
WORK ENVIRONMENT
Will require working and travelling outside regular business hours, including nights, weekends and holidays.
Will require 20% to 30% overnight travel.
