Along with the Project Director and Deputy Director, recruits and hires TA Specialists and Content Specialists.
Develops and manages TA Specialists and Content Specialists who deliver customized support to providers with their practices at the classroom level and organizational/leadership level.
Builds an effective team that is capable of delivering high-quality support and collaborating effectively within the team and across the project.
Uses data to inform and improve individual and team practices.
Provides continual professional development for each TA Specialist and Content Specialists on the team at a regular frequency, including on-site, in-program support, that ensures continued expertise and consistency among specialists within the team.
Along with the Project Director and Deputy Director, develops protocols and procedures that ensure technical assistance practices are consistently and reliably deployed.
Participates in assigned meetings, events and training as required, in-person and virtually and attends ongoing professional development courses.
Bachelor’s degree in Early Childhood Development or related field preferred. Other combinations of education and related experience may also be considered.
5 years experience in child care required, experience in Montana strongly preferred.
3+ years of center-based leadership experience and/or 2+ years of technical assistance experience required.
Experience teaching or providing technical assistance in an ECE classroom/program setting required.
Experience working with a variety of ECE programs types, including at a minimum, both family and group child care settings.
Experience developing, implementing, and/or participating in other ways in Licensing Support plans or Quality Improvement Action Plans.
Level 6 or above in the Montana Career Path, PPS III, and completion of all required state trainings and certifications.
Physical exam and background checks are required for this position.
Travel required locally or long-distance up to 25% of the time for work-related meetings and functions.
Must have a valid driver’s license and reliable transportation.
Montana residency required.
Start Date: Fall/Winter 2024

This position will serve the following counties - Blaine, Cascade, Chouteau, Daniels, Dawson, Fergus, Garfield, Glacier, Hill, Judith Basin, Liberty, McCone, Petroleum, Phillips, Pondera, Prairie, Richland, Roosevelt, Sheridan, Teton, Toole, Valley, Wibaux, Big Horn, Carbon, Carter, Custer, Fallon, Golden Valley, Musselshell, Powder River, Rosebud, Stillwater, Sweet Grass, Treasure, Wheatland and Yellowstone.
Salary : Up to $67,000

Job Title: Technical Assistance Manager
The Organization: Shine Early Learning
Who We Are: Shine Early Learning partners with states and local communities to accelerate child and family outcomes by providing professional development and other supports. Since its founding in 2011, Shine Early Learning has partnered with cities, states, and programs across the U.S. serving hundreds of thousands of students, families, and educators. Shine Early Learning’s experts have decades of experience in early child care education, training, and technical assistance. Montana selected Shine Early Learning as the state’s new regulatory and quality technical assistance services vendor.
The Montana based project, named SPARK Learning Lab Montana (SPARK), provides regulatory and quality technical assistance to child care programs and professionals across the state. We provide technical assistance and training with a focus on building relationships, using a practice-based model that includes self-directed, group, and one-on-one learning. We are seeking professionals who are eager to make a meaningful impact on the lives of young children by supporting quality improvement efforts for the child care providers who serve them. We are building a local, Montana based team of leaders, technical assistance staff, and other specialists, housed in local offices and working remotely across the state to ensure continued regional and community knowledge and engagement.

The Purpose of the Role:
The TA Manager is responsible for supervising a team of specialists to ensure that Technical Assistance is provided with quality and fidelity. The TA Manager builds and maintains a collaborative team of specialists and ensures consistency and continuous improvement in technical assistance practices. They will report to the Deputy Director to keep a clear line of communication on programmatic initiatives and related concerns between specialists across the state. The TA Manager also collaborates with other managers and their teams to share best practices, streamline the work, and develop and codify practices and protocols to best support providers.
