- Assists in the coordination of the department’s response to air quality requirements of the CAAA and IIJA.
- Assists in the administration of the CMAQ program and required reporting.
- Acts as an alternate representative for the department on intrastate and interstate air quality committees, commissions, and task forces.
- Monitors federal and state air quality legislation.
- Provides effective liaison between the department and all federal, state, and local agencies involved in transportation related air quality and alternative fuel issues.
- Assists in the deployment of the department’s special projects, specifically diesel retrofits and alternative fuel projects.
- Identifies potential conflicts between the department’s programming objectives and federal air quality requirements.
- Maintains the department’s CMAQ Manual and assist in updates to the Bureau of Design and Environment's Manual related to transportation conformity.
- Stewards CMAQ transfers between various transit agencies through the department to the FHWA for eventual processing to the FTA.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.

- Education/Experience:
- Completion of a bachelor’s degree majoring in transportation planning, urban planning, business, public administration, or environmental or life sciences PLUS two years of experience in transportation planning, public transportation administration, environmental review of transportation projects, or a combination thereof; OR
- Eight years of experience in transportation planning, public transportation administration, environmental review of transportation projects, or a combination thereof
- Valid driver’s license
- Frequent statewide and occasional out-of-state travel with overnight stays
- Familiarity with IEPA air quality standards and their application
- Understanding of legislative process at the state and federal level
- Ability to quickly read legislation and other regulatory documents with the ability to recall and understand meaning
- Public speaking experience on behalf of governmental or private entities
- Effective oral and written communication skills

Job Responsibilities
This position is responsible for assisting in the coordination of the department’s efforts to comply with the transportation aspects of the federal Clean Air Act Amendments of 1990 (CAAA), air quality aspects of the federal Infrastructure Investment and Jobs Act (IIJA), and any future state or federal transportation acts or authorizations. This position is also responsible for assisting the department in deploying alternative fuel infrastructure from federal and state funding sources. This position specifically assists with the implementation of the Congestion Mitigation and Air Quality (CMAQ) Program and resiliency related planning documents.
CMAQ Program total: $117 million
CMAQ report: 1 annually
Diesel retrofits program: $10 - 45 million
Performance measure reporting: Every two years or as needed
Air quality meetings: 2 - 3 monthly
Federal Transit Authority (FTA) transfers: 5 - 20 annually
State planning and research projects: 2 - 4 per cycleThis position reports to the Air Quality Manager. There are no subordinates reporting to this position.
This position works in an environment alongside the Air Quality Manager that implements new and existing transportation programs as outlined in the IIJA. The incumbent assists in providing technical assistance to the metropolitan planning organizations (MPO) and is the liaison between the department and the environmental community regarding transportation related air quality issues. Special CMAQ projects under the jurisdiction of this position can include, but are not limited to, transit promotional programs, diesel retrofit conversions, electric vehicle infrastructure deployment, and fleet conversion projects. Unique to this position, the incumbent is the point person for the department in coordinating all transportation air quality related concerns and implementing solutions/resolutions.
The greatest challenge of this position is to assist the Air Quality Manager in assuring that the department is aware of all transportation related air quality requirements and is in position to adequately respond to those requirements in a manner that allows the department to accomplish its program objectives. Typical problems include assisting in the mediation of disputes among transportation modal groups competing for CMAQ funds, preserving a strong role for the department in the development and implementation of the State Implementation Plan (SIP), maintaining an information feedback system that keeps the Air Quality Manager current on air quality issues and activities, ensuring compliance with federal CAAA requirements (particularly conformity), and maintaining adequate documentation to support performance measures and CMAQ reporting.(Job Responsibilities continued)
The incumbent serves as an alternate representative for the Office of Planning and Programming (OPP) in all intra-departmental air quality meetings and assists the Air Quality Manager in representing the department in all external air quality meetings. The incumbent monitors federal and state legislative and regulatory processes regarding air quality issues, assists in the coordination of the department’s Transportation Improvement Program (TIP) air quality conformity activities in southwest and northeast Illinois, and assists in the coordination of the department’s involvement in all aspects of the Illinois Environmental Protection Agency’s (IEPA) SIP. The incumbent assists the Air Quality Manager in ensuring that the department is aware of the ongoing national discussions regarding transportation and assists with the implementation of the Office of the Governor’s transportation initiatives regarding air quality. The incumbent takes a lead role in reporting data to the federal government regarding the state’s implementation of and performance measures of the CMAQ Program. The incumbent assists the Air Quality Manager in administering special projects awarded through the CMAQ Program. The incumbent maintains the department’s CMAQ Manual and assists in updates to the Bureau of Design and Environment's Manual related to transportation conformity. The incumbent stewards CMAQ transfers between various transit agencies through the department to the Federal Highway Administration (FHWA) for eventual processing to the FTA.
The incumbent is given general latitude to take action as appropriate to accomplish position accountabilities. The incumbent has the authority to make direct contact with federal agencies, staff on the non-attainment metropolitan planning organizations (MPOs), and staff at the IEPA. The incumbent uses discretion as to matters which should be referred to the Air Quality Manager. This position is constrained by departmental policies.
The incumbent has frequent contact with the deputy director and bureau chiefs in the OPP, central office staff, and district office staff, when applicable, regarding the development and implementation of the department’s air quality objectives. External contacts include the MPOs, FHWA, FTA, U.S. Environmental Protection Agency, IEPA, and other state agencies and interest groups involved in air quality transportation issues. Frequent statewide and occasional out-of-state travel with overnight stays is required. Travel can be light at times or up to several trips a month.
The effectiveness of this position is measured by the degree to which air quality issues are blended into the transportation planning and programming process in northeast and southwest Illinois. Effectiveness is also measured by the ability to efficiently deploy projects assigned by the Air Quality Manager related to the topics outlined above.Principal Accountabilities
