      GENERAL DESCRIPTION

      Performs highly complex (senior-level) work assisting the halfway house superintendent in the management and oversight of a low-to medium- security halfway house facility for youth who have been adjudicated delinquent of felony offenses, committed to the agency by a juvenile court, and placed directly in the halfway house or placed in the halfway house as a gradual transition from one of the agency’s high security correctional facilities back into their home community. Work involves assisting the halfway house superintendent in planning, organizing, coordinating, and monitoring the implementation of a multifaceted treatment system, which includes an integrated, system-wide rehabilitative program and specialized treatment programs; establishing goals and objectives and developing standards for achieving established goals; developing guidelines to administer and enforce policies, procedures, rules, and regulations; overseeing daily halfway house operations and activities; developing and evaluating budget requests. Plans, assigns, and supervises the work of others. May interact with juvenile judges, district attorneys, probation departments, and other state agencies.

      Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. May be required to work in excess of 40 hours per work week. Is on-call 24 hours per day.

      ESSENTIAL FUNCTIONS

      Demonstrates a clear understanding and consistent usage of the Texas Model when interacting with youth and staff.

      Models a trauma-informed interactional approach with youth and families.

      Uses leadership and teambuilding skills to motivate halfway house staff and youth to work toward common objectives and goals.

      Prepares and maintains management and operational reports, including special projects and non-routine reports; provides relevant information to the halfway house superintendent regarding the treatment and transitional programs provided at the halfway house.

      Implements techniques for evaluating programs and daily activities; develops and evaluates recommendations for guidelines, procedures, policies, rules and regulations to enhance programs and operations.

      Ensures ongoing implementation and maintenance of all aspects of the Texas Model of trauma-informed corrections.

      Oversees and monitors activities of staff and the youth population; provides technical guidance; takes necessary action to ensure compliance with laws, rules, regulations, policies, and standard operating procedures.

      Coordinates halfway house operations to ensure the security and safety of the youth population, staff, property, and equipment; appropriately responds to emergency situations.

      Cooperates and consults with program administrators and supervisors throughout the agency to ensure common goals are met.

      Participates in activities relating to the halfway house’s compliance with the Prison Rape Elimination Act (PREA).

      Assists in the review of fiscal data and directing the organization and controlled use of resources to meet fiscal goals and objectives.

      Assists in the development and implementation of community-based initiatives designed to support successful reintegration of youth into their communities; collaborates with community organizations and resources; assists in planning and overseeing community outings and activities on an ongoing basis.

      Performs a variety of related duties not listed, to be determined and assigned as needed.

      Performs all duties in compliance with agency safety policies and procedures:

      • Reports safety hazards and corrects hazards when possible.
      • Completes required documentation in the event of an accident/injury within requested time frames.
      Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies.

      Actively embody and support the Texas Model by demonstrating its core values in daily tasks and interactions with others.

      Travel: 5-30%

      MINIMUM QUALIFICATIONS

      Master’s Degree. Four years of full-time wage earning experience in a residential setting, treatment or correctional program. One year of work experience must have been in a supervisory/management position.

      OR

      Bachelor’s Degree. Six years of full-time wage earning experience in a residential setting, treatment or correctional program. One year of work experience must have been in a supervisory/management position.

      Preferred:

      • Master’s Degree or Bachelor’s Degree with major course work in business administration, public administration, criminal justice (corrections), social services, or related field.

      Experience and Education Substitutions:

      • One year of appropriate experience may substitute for one year of college (30 course hours) on a year for year basis.
      • Completed course hours toward a Doctoral degree may substitute for up to three years of experience, on a basis of 12 course hours for one year of experience. The course hours toward a Doctoral degree may not substitute for the supervisory/management position experience.
      • Completed course hours of graduate study may substitute for up to two years of experience, on a basis of 12 graduate course hours for one year of experience. The graduate course hours may not substitute for the supervisory/management position experience.
      • Pro-rated part-time experience may satisfy the experience requirement.

      Note: Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be obtained from an accredited educational institution, college or university.

      Pre-employment conditions require acceptable results from mandatory:

      • pre-employment drug test;

        • Fitness-for-Duty Assessment which may include both physical and behavior evaluations.
