      GENERAL DESCRIPTION:

      This position performs advanced (senior-level) geographic information systems work including maintaining and administering the TPWD enterprise Geographic Information System (GIS) infrastructure. Responsible for the maintenance and administration (configures, installs, manages, and documents) of the GIS enterprise architecture including servers, applicable software, and data integrity. Consults with the appropriate TPWD IT staff, Service Providers, and Stakeholders to ensure systems are developed per the required specifications and in a secure environment. Works with data management teams to integrate spatial components. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.

      MINIMUM QUALIFICATIONS

      Education:

      Graduation from an accredited college or university with a bachelor’s degree in computer science, Computer Information Systems, Geography, Geographic Information Systems Technology, Management Information Systems or closely related field.

      Experience:

      Five years as GIS Infrastructure Administrator and or GIS specialist.

      Five years in geographic system analysis and project management work.

      Two years experience maintaining an enterprise GIS infrastructure environment.

      Licensure:

      If driving is required, applicant must possess a valid State driver’s license.

      ACCEPTABLE SUBSTITUTIONS

      Education:

      Two additional year of experience with Windows system administration may substitute for 30 hours of the required education, with maximum substitution of 120 semester hours.

      Experience:

      Three additional years of experience in administering and maintaining an enterprise GIS infrastructure environment may substitute for 30 hours of the required education, with maximum substitution of 120 semester hours.

      NOTE: Experience may have occurred concurrently.

      PREFERRED QUALIFICATIONS

      Education:

      ESRI Technical Certifications.

      Experience:

      Five years of experience in GIS applications.

      Five years of experience in administering and maintaining an enterprise GIS infrastructure environment.

      KNOWLEDGE, SKILLS AND ABILITIES

      Knowledge of principles, practices and techniques of GIS;

      Knowledge of the establishment and management of geospatial data in a multiuser enterprise geodatabase (ArcGIS for Server/MS-SQL Server) environment;

      Knowledge of Windows servers and Active Directory;

      Knowledge of geodatabase system integration including programming, software, hardware, security and networking needs;

      Knowledge of enterprise data management and business intelligence tools;

      Knowledge of geodatabase design, development and administration;

      Knowledge of software/application development life cycle;

      Skill in effective technical and interpersonal communication with audiences of varying familiarity with the subject matter;

      Skill in effective verbal and written communication;

      Skill in providing quality customer service in a courteous and professional manner;

      Ability to work with Data Center Service Provider and Support Towers;

      Ability to document technical procedures;

      Ability to conduct work activities in accordance with TPWD safety program.

      WORKING CONDITIONS

      Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday.

      Required to work overtime as necessary.

      Required to work on holidays, weekends and hours other than 8:00 a.m. to 5:00 p.m. as necessary.

      Required to respond to after-hour calls for assistance when necessary.

      This position is suitable to telework with supervisor approval.

      Required to pass a national fingerprint-based background check prior to employment offer. Potential candidates will be responsible for expenses related to the background check.

      Required to travel 5% with possible overnight stays.

      Must conform to TPWD dress and grooming standards, work rules, and safety procedures.
