      The Department of Community Services (DCS) is looking for an experienced Transportation Planner to administer the transportation development process and develop planning documents and, in doing so, support the implementation of the County’s goals for a safe and equitable transportation system. We are hiring for one (1) full-time position.

      The Transportation Planner position will support the transportation development program which includes reviewing development and land use applications for transportation impacts; coordinating utility, special events, and other right-of-way permits; administering and applying County code and regulations; assisting the public and the development community, and preparing communications and technical memoranda. This position will work closely with the Multnomah County Land Use Division and neighboring cities in their development processes. The position will administer County code and regulations and develop defensible findings and mitigations in writing.

      The Transportation Planner will also support the long range transportation planning program by assisting in transportation policy and code updates, participating in regional transportation planning efforts and participating in the development of transportation corridor, system, and implementation plans.

      Who Are We?
      Multnomah County’s Department of Community Services' Transportation Planning and Development Program serves the unincorporated areas and some of the urban areas of Multnomah County. The program consists of transportation policy, planning, engineering, water quality, and right-of-way administration and review.

      The program manages the development of policies and plans to address all modes of transportation at both the local and regional level, including the county’s Capital Improvement Plan and Program, and reviews development proposals to assess impacts to the transportation system. The program also directly supports the county’s Road Services and Bridges programs, the Bicycle and Pedestrian Community Advisory Committee, and the East Multnomah County Transportation Committee.

      Minimum Qualifications/Transferable Skills*:

      • Equivalent to a Bachelor's degree from an accredited college or university with major coursework in planning, public administration, engineering, geography, architecture, or a related field; (relevant experience can substitute for education on a year by year basis) AND
      • Three (3) years of experience that demonstrates the ability to perform the duties of the position
      • A valid driver license

      Preferred Qualifications/Transferable Skills*: You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates.       • Experience in engineering, community development, or land use planning
      • Experience in transportation planning, development review, or current planning
      • A Master's degree in planning or a related field
      • Ability to clearly and concisely communicate complex issues, verbally and in writing
      • Adaptable to new challenges and situations
      • Maintain focus in demanding work environments, under deadline and pressure conditions
      • Advanced skills in working cooperatively and harmoniously with staff, peers, superiors, community members, government partners and special interest groups to gain cooperation and support
      • Experience in project management and coordinating team resources to solve problems and complete projects in a timely manner
      • Experience conducting analysis and research, and using the research as a base for providing recommendations involving transportation issues

      ADDITIONAL INFORMATION:

      • Type of Position: This hourly, union-represented position is eligible for overtime.
      • Schedule: Monday - Friday, 8:00 AM - 4:30 PM. There may be some flexibility with the regular start and end times. There may also be the option to work a 9/80 schedule. This position occasionally works evenings to support community outreach events.
      • Location: 1620 SE 190th Avenue, Portland, OR 97233.
      • Telework: At this time, this position is designated for “hybrid telework,” meaning you will be working on-site some of the time and remotely (from home) at other times. The designation of hybrid telework may be subject to change at a future time. Currently, all employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.

      Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response. During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
