- Identify, support negotiation of, and assist in the evaluation of assigned contracts including demand side management, interconnection, interchange, planning, development, participation, construction, operation, purchase and sale, transmission purchase and sale, and settlement agreements.
- Assist in the coordination of City efforts to obtain renewable resources in accordance with applicable legislation.
- Assist in the evaluation and formulation of risk management and legal strategies.
- Monitor and support City participation in utility industry federal, state and local regulatory authority activities.
- Research and analyze regulatory filings and legal filings related to City's resource interests.
- Participate in various project and industry committees to protect and further City interests.
- Participate in the development of utility policies, resource planning, resource evaluation and development, and assist in the formulation of operating and risk management policies, procedures and practices.
- Train division para-professional, technical and administrative support staff, as necessary.
- Assist in the preparation of Public Utilities Board, City Council, utility management and staff presentations and briefings with respect to utility contractual needs, interests and policies.
- Ensure that the City is in compliance with contractual terms and is receiving similar compliance from contracting parties in accordance with prepared task lists, schedules, procedures and guidelines for administering and evaluating all resource related agreements.
- Analyze and report on resource-operating strategies and assist in the creation of contractual guidelines for related resource functions.
- Participate in transaction analysis and settlement activities, including the settlement of natural gas purchases and wholesale power supply transactions with traditional counterparties and the California Independent System Operator (ISO).
- Basic knowledge of contract principles, structure, purpose, and negotiation techniques.
- Basic understanding of electric utility operation, power generation technologies, transmission system, and the wholesale power market.
- Experience with developing budgets and monitoring project costs.
- Basic knowledge of accounting principles and practices.
- Basic understanding of project financing fundamentals

- An advanced-level degree from an accredited US college or university.

The City of Riverside, Public Utilities Department (RPU) is accepting applications for the position of Utilities Resources Analyst or Resources Analyst Trainee to fill two (2) vacancies in the Power Resources Division. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.Under general supervision, a Utilities Resources Analyst/Resources Analyst Trainee will participate in the City's resources Contracts and agreements in accordance with the direction and goals established by management; will participate in regulatory, legal, and project administration efforts; will support real-time and day-ahead wholesale power market operations; will assist with technical resource planning and production cost modeling studies and will perform related work as assigned.Utilities Resources Analyst$96,600.00- $117,408.00 Annually
Utilities Resources Analyst Trainee*
$83,424.00 - $92,004.00 Annually*Utilities Resources Analyst Trainees must meet the minimum requirements of the Utilities Resources Analyst within 12 months of appointment.Typical duties may include, but are not limited to, the following:In addition to the above, when assigned to Project/Contracts Unit:OPTION I:
Education : A Master's degree from an accredited college or university with major coursework in engineering, mathematics, statistics, economics, business, finance, computer science, environmental science or other field which could provide the necessary skills.
Experience : At least one year of progressively responsible experience in resource planning, market operations, regulatory matters, generation facilities operation or in a related technical field.OPTION II:
Education : Equivalent to a Bachelor's degree from an accredited college or university with major coursework in engineering, mathematics, statistics, economics, business, finance, computer science, environmental science or other field which could provide the necessary skills.
Experience : At least two years of progressively responsible experience in resource planning, market operations, regulatory matters, generation facilities operation or in a related technical field.
OPTION III:
Education : Equivalent to an Associate's degree from an accredited college or university with major coursework in engineering, mathematics, statistics, economics, business, finance, computer science, environmental science or other field which could provide the necessary skills.
Experience : At least four years of progressively responsible experience in resource planning, market operations, regulatory matters, generation facilities operation or in a related technical field.
OPTION IV:
Education : Equivalent to the completion of the twelfth grade.
Experience : At least six years of progressively responsible experience in resource planning, market operations, regulatory matters, generation facilities operation or in a related technical field.
