      The Opportunity

      As the Vice President- Global Proposal Management Unit, you will be responsible for leading the proposal management function globally for Abt as part of the Chief Growth Officer (CGO) group. You will play a critical role in Abt’s strategy execution by developing and enhancing Abt’s proposal management function both for the US Domestic and Global Development business lines. To successfully develop the proposal management function, you will need to understand the government contracting proposal process, including client responsiveness, compliance, and compelling solutions and content. You will serve as a coach and player developing a team critical to Abt’s growth as well as directly ensuring President’s List’s proposal are managed. You will also continue to enhance the global function by developing tools and processes and building the capacity of staff to be best in class in proposal management.

      Core Responsibilities

      • Drive Abt’s proposal management excellence agenda, maturing and enhancing Proposal Management functions, processes, outputs, including:
        • Enhancing compliance and responsiveness
        • Ensuring tight and visible alignment proposals across: client need/voice of the customer/custom buyer values and Abt value proposition, win themes, solutions.
        • Ensuring compelling proposal content, visuals, graphics/anchor diagrams – that captivates the client and contributes to increase the win probability of Abt Proposals
      • Serve as a player/coach, including managing a team of proposal managers, proposal writers, proposal coordinators and playing a more direct Proposal Management role on President’s List and other high priority opportunities.
        • Key responsibilities as a leader include:
          • Resource management and allocation to inbound proposal demand
          • Team skill development, coaching direct reports to regularly utilize best practices, building (and hiring where needed) a highly professionalized Proposal Management team.
          • Support capture and proposal team members in meeting responsibilities and deadlines; proactively remind team members of upcoming deadlines.
        • Key responsibilities as critical player in President’s List and high priority proposals include:
          • Analyzing solicitations to determine proposal requirements; develop compliant and responsive outline and provide to department head for timely approval of solicitation release; develop compliance matrix while coordinating with appropriate growth and service delivery teams to identify resources required to support capture or proposal effort.
          • Manage the proposal process from RFP release to client delivery. This includes "owning" the document, communicating proposal needs and expectations to team, setting and maintaining internal draft deadlines, writing, editing, and proofreading complex proposals, government forms, and quality control document checks to meet all client requirements.
          • Manage proposal production through preparation, editing, and final delivery of a coherent, complete, compliant, consistent, correct proposal, and assist in coordinating all proposal sections (Past Performance, Technical Management, Pricing) and complete all required Government forms.
          • Where needed, provide proposal writing support to communicate solutions, value propositions, and win themes.
          • Support the development of technical and management white papers and Requests for Information (RFI)
      • Working with other parts of CGO, refine Proposal Management processes and operations and continue to optimize the interlock between Proposal Management resources and capture managers, solution architects, opportunity leads, creative services, and vertical and horizontal SME’s.
      • Work with the CGO Lead for Business Development Training and Coaching – providing inputs/best practices for go-forward training curriculum development pertaining to Proposal Management
      • This position will be a direct report to the Chief Growth Officer and collaborate extensively with other CGO teams and CGO Leadership (Sales and Business Development; BD Operations and Program Management; and Marketing/creative services), Vertical and Horizontal senior leadership, portfolio leadership and capability leadership.

      What We Value

      • Bachelor’s Degree + 15 years of relevant experience, or Master’s Degree + 12 years of relevant experience, or PhD + 9 years of relevant experience
      • Successful candidate must have at least 10 years of experience reviewing US Government opportunities and familiarity with US federal government procurement and proposal process.
      • Full lifecycle proposal development experience (RFI, RFP, RFQ, Task Orders & Delivery Orders), with recent experience editing and/or authoring proposal sections.
      • Experience in both task order proposal and large, complex proposals
      • Experience standing up a proposal center of excellence that effectively supports enterprise-wide customer base.
      • Demonstrated experience creating service level agreements, templates, and other value propositions that enable the organization to operate at scale uniformly and efficiently.
      • Experience with generating proposal materials (outlines, briefings, schedules, compliance, etc.) and leading large-scale proposal effort and ensuring full compliance review of all documentation.
      • Must have excellent written and oral presentation skills, with an exemplary work ethic, be detail oriented, possess independent initiative to work with little direction and handle multiple tasks, and excel in a deadline-driven environment.
      • Experience leading and developing a teams of proposal professionals.
      • Knowledge of non-US government RFx processes (e.g., US state and local, UK government, Australia government) is strongly preferred.
      • Expertise with MS Office suite (Word, Excel, PowerPoint, etc.), SharePoint and PDF programs

This position offers an anticipated annual base salary range of approximately $213,785.65 to $277,921.34 and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
