Accountant

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

• Assists senior specialists and supervisors in conducting accounting functions.
• Interprets data base input/output listings and reconciles accounts.
• Responsible for the collection and processing of incoming funds from sponsors and/or partners.
• Completes on-site inspections of accounting procedures, document files and reports, as well as interviews with supervisors to determine compliance with instructions and regulations concerning areas applicable to financial management.
• Devises methods and procedures for providing adequate internal controls to secure and demonstrate accuracy of results where the variety and types of transactions vary greatly.
• Research legal and regulatory material to obtain factual information and/or interpretation for use by the supervisor or co-workers.
• Assures that computer output of expenses charged to serviced activities is submitted to the activities on a timely basis.
• Develops formal reports for submission to command.
• Resolves accounting system problems with programmers and system accountants.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
• This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
• This is a Financial Management Level II Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
