- Oversees Department administrative workflow; applies specific knowledge of policies and procedures in order to organize and coordinate work and relieve the Department Director and Team Members of routine administrative detail; duties may vary according to job assignment.
- Assures that Director’s action items are properly processed, managed and resolved; tracks issues and assures the effective communication of operational information and management issues; responds independently to inquiries when appropriate.
- Services as a liaison to personnel, public, and private organizations, community groups, and other organizations; provides information and assistance to the public regarding assigned programs and services; receives and responds to complaints and questions relating to assigned area of responsibility. Makes presentations to businesses and community groups.
- Provides technical assistance to businesses and residents to comply with state regulations and procedures, and City code.
- Plans, organizes, and oversees special projects and assignments, covering a wide variety of subjects requiring knowledge of City procedures and policies; creates, edits and processes memoranda and technical documents.
- Conducts a variety of analytical and operational studies regarding departmental and programmatic activities, including financial, operational, or administrative issues; evaluates alternatives, makes recommendations, and assists with the implementation of procedural, administrative, and/or operational changes after approval; prepares technical reports, identifies alternatives, and makes and justifies recommendations. Writes various types of reports.
- Maintains Department files and library; collects and compiles statistical data; develops and creates a variety of technical and statistical reports; updates manual and computer records and tracking systems; creates management reports; assures all administrative actions follow City policy.
- Coordinates office activities, prioritizes and develops schedules to meet critical deadlines; maintains meeting calendars and schedules for team members; coordinates and arranges meetings and staff travel arrangements; may supervise and review the work of Team Members.
- Provides information and assistance to constituents, visitors and others having business with the City; responds to requests for information and resolves problems within the scope of authority; explains laws, rules, regulations, policies, and procedures; answers and routes calls.
- Maintains payroll files; research files and computer databases; receives and processes invoices and financial vouchers; monitors and evaluates expenditures and budget; orders supplies, materials and equipment, and maintains inventory.
- Provides staff assistance to management staff; participates on and provides staff support to a variety of committees and boards; prepares and coordinates meeting agendas and presentation material prepares and presents staff reports and other correspondence as appropriate and necessary; takes notes, records meetings, transcribes meeting minutes, and prepares summaries for distribution.
- Facilitates in the contracting process, includes preparing Request for Proposals (RFP), bid packages and award of contract.
- Cross trains in other office support duties as required.
- Supports the relationship between the City of Rosemead and the constituent population by providing excellent customer service; promotes the City goals and priorities in compliance with all policies and procedures; maintains absolute confidentiality of work-related issues, client records and City information; performs related duties as required or assigned.
- Performs increasingly responsible administrative and technical duties in the development, implementation, and monitoring of different City programs (i.e., the City's solid waste and recycling programs; implements and monitors the City's recycling and waste reduction activities for compliance with state-mandated recycling laws and city code.)
- Collects, compiles and analyzes statistical and technical data related to different activities (i.e. recycling and waste reduction activities).
- Must possess a valid California Driver’s License and satisfactory driving record.
- Applicable policies, procedures and regulations covering specific areas of assignment.
- City administration policies, including accounting, budgeting, payroll and personnel rules.
- Basic supervisory principles and practices.
- Principles of effective communication both verbal and written, including English usage, spelling, grammar, and punctuation. Customer service standards and protocols.
- Business and personal computers, spreadsheet software applications, budgeting concepts and methods, principles of record keeping, records retention, records management, and file maintenance.
- Local community resources and regional community issues.
- Analyzing, evaluating and applying relevant rules, ordinances, codes, regulations, policies, procedures, administrative orders and other governing regulations.
- Ability to reach sound decisions in accordance with laws, regulations, rules, and policies.
- Planning, prioritizing and completing assignments with minimum supervision.
- Conduct research on a variety of administrative topics.
- Writing professional reports and correspondence from brief instructions.
- Establishing and maintaining effective and cooperative working relationships with other team members, general public, elected officials, special interest groups, advocates, and representatives from other regional agencies with a thorough understanding of both internal and external customer service.
- Dealing tactfully and courteously with the general public and others seeking information about City functions and activities. Communicating effectively verbally and in writing.
- Operating a personal computer utilizing Microsoft Office applications and entering information with speed and accuracy.
- Work is usually performed in a standard office environment; may vary according to job assignment. May be required to travel to various sites, locations and/or events.
- Team members are required to be in attendance and prepared to begin work at their assigned work location on the specified days and hours; team members are required to assume duties of a disaster worker in the event of a locally declared emergency.

The Administrative Analyst in the Public Works Department will perform increasingly responsible administrative and technical duties in the development, implementation, and monitoring of the City's solid waste and recycling programs; implements and monitors the City's recycling and waste reduction activities for compliance with state-mandated recycling laws and city code; collects, compiles and analyzes statistical and technical data relating to recycling and waste reduction activities; provides technical assistance to businesses and residents to comply with state regulations and procedures, and city code; writes reports and makes presentations to business and community groups; and performs other related duties as required. The ideal candidate will be able to interpret, apply, explain, and reach sound decisions in accordance with laws, regulations, rules and policies.GENERAL PURPOSE: Under general supervision, coordinates and completes administrative tasks and technical tasks and projects; prepares various spreadsheets and documents for records and reports; assists in performing other types of departmental assignments; and performs related duties as required.

High School Diploma or GED equivalent; AND two years administrative, budgetary, and analytical experience; OR an equivalent combination of education and experience. Associate’s Degree is preferred.
