      DESCRIPTION
      The County of Yolo is recruiting to fill one (1) regular, full-time position in the class of Administrative Clerk II at the Behavioral Health and Veterans Services Branch within the Health and Human Services Agency (HHSA). Successful candidates will be placed on an eligible list that will be utilized to fill this vacancy as well as future positions within the County as they arise.

      The Program
      HHSA Behavioral Health supports high-risk clients requiring intensive follow-up to reduce psychiatric decompensation, emergency department utilization, psychiatric hospitalization, incarceration, and loss to follow-up.
      The Position
      The Administrative Clerk II plays an essential role in supporting continuity of psychiatric treatment, processing referrals, scheduling appointments, and ensuring clients are connected to necessary services. This position will be assigned to work in multiple offices throughout each week, and provide front desk coverage in our three locations as needed (Woodland, West Sacramento and Davis). Daily functions include interacting with the public, document management within client records, and heavy call volume on a multi-line phone system. Other functions may include collaborating with staff from other teams or agencies, assisting in processing referrals and records requests, and independent problem solving relating to clerical functions and client access to services. This position is public-facing and receives an additional 10% differential pay.

      The ideal candidate is proficient in providing customer service and engaging in collaborative work processes. They are able to work in multiple locations throughout the week, sometimes with short notice, and have an ability to independently problem solve without immediate supervision. They will adhere to all relevant regulations and policies and procedures.

      Definition
      Under general supervision, to perform the daily administrative clerical and basic accounting functions of more than average difficulty within a county department and to do related work which pertains to this class specification.

      Distinguishing Characteristics
      This is the full journey level classification in the Administrative Clerk series. Incumbents in this class are distinguished from those in the Administrative Clerk I class by the assignment of duties and responsibilities requiring a working knowledge of the subject matter and clerical procedures pertaining to the department or section in which they are assigned. An Administrative Clerk II is expected to solve independently a variety of problems relating to the clerical functions of the department without immediate supervision.
      ESSENTIAL FUNCTIONS

      • Greets and interviews office visitors and telephone callers answering routine questions, scheduling appointments, or directing them to the appropriate source;
      • May consult other county departments on routine matters;
      • Types a variety of forms and reports;
      • May maintain administrative files;
      • May maintain inventory control;
      • Does routine fiscal reports;
      • Adjusts accounts and other financial records requiring independent judgment;
      • Makes arithmetical calculations;
      • Make computations and changes to financial data;
      • May prepare or assist in the preparation of financial reports;
      • Operates a variety of modern office equipment;
      • May provide backup support for clerical staff;
      • May receive, receipt and deposit monies;
      • May perform payroll and manage personnel records;
      • May conduct inquiries using an on-line computer system;
      • Receives, routes and distributes correspondence;
      • May transcribe from a mechanical source.

      KNOWLEDGE & ABILITY
      Knowledge of: Modern office methods and practices including filing systems, reception and telephone techniques; thorough knowledge of correct English usage, spelling, grammar and ability to read and write English; and knowledge of financial, accounting and statistical record keeping.

      Ability to: Transcribe from a mechanical source; operate a variety of modern office equipment which may include calculator, electronic typewriter, microfiche viewer, copy machine, on-line computer, data and word processor; deal with the public and present oneself in a professional manner; maintain confidentiality; and prioritize a variable work load and analyze data.

      MINIMUM QUALIFICATIONS
      Experience: Two years of increasingly responsible clerical experience; one (1) year of full time business education beyond the high school level may be substituted for one year of the required experience.

      Typing Speed: Ability to type no less than 35 words per minute.

      Background Requirements
      Incumbents in this class may have access to Federal Tax Information and are subject to confidentiality and safeguarding requirements of Internal Revenue Code 6103(p)(4). As such, an individual selected for this position is subject to a thorough background investigation as stipulated in Section 5.1.1 of Internal Revenue Service Publication 1075, which includes the following:
      1. Review of Federal Bureau of Investigation (FBI) fingerprint results;
      2. Check of local law enforcement agencies where the subject has lived, worked and/or attended school within the last five (5) years and, if applicable, of the appropriate agency for any identified arrests; and
      3. Verification of an employee's eligibility to work in the United States.

      Background investigations are conducted upon hire and every ten (10) years of employment thereafter.

      License: Some positions in this classification may require incumbents to possess and maintain a valid California driver's license, Class C or higher, to carry out job related duties.
