      The WSLCB Enforcement and Education Division is announcing an exciting opportunity for an Administrative Regulations Analyst 3 (Retail Compliance Consultant Mt. Vernon/Federal Way ) position located across Washington State representing the Washington State Liquor and Cannabis Board (WSLCB); the Administrative Regulations Analyst 3 provides technical assistance and education in support of the state's licensed liquor industry. There is 1 open position, 2 locations to choose from, and applicants must live within or be willing to live within 45 miles from one of the following Enforcement Offices: Federal Way orMount Vernon. The position consults retail liquor licenses, tobacco licensees, permit holders and premises with privileges to sell liquor to the public to help them understand the RCWs and WACs that regulate the liquor and tobacco industry and attain voluntary compliance.

      This position support licensees in operating their businesses in compliance with WSLCB rules and regulations. They seek to obtain voluntary compliance through education and outreach before greater corrective action becomes necessary. They may issue verbal warnings and Notices to correct (NTC), when appropriate.

      As an Administrative Regulations Analyst 3, this position acts independently to plan, prioritize, develop, and implement education and community outreach activities that help and support the liquor industry. This position, in conjunction with their supervisor's input, sets and accomplishes educational priorities. The incumbent resolves complex problems and has latitude to determine methods and procedures to complete their work. Their duties may include complex activities such as planning and/or facilitating workshops attended by industry members, assisting in the development of educational/outreach materials for the liquor industry, reviewing monthly and annual tax reports for in-state liquor licensees, tobacco tax requirements for tobacco licensees, and assisting in developing policies and procedures.

      Duties

      Some of your primary duties will include:

      • Educates and engages licensees, the public, and other stakeholders in addressing issues related to our mission by providing licensee support and education. This includes consultation visits, licensee briefings, final inspections, and employee training. Responsible for delivering informal and formal training pertaining to applicable RCWs and WACs to liquor/tobacco licensees, managers, and employees.
      • Responds to verbal and written inquiries concerning liquor or tobacco laws, regulations, and licensing.
      • Develops intervention strategies designed to achieve immediate correction and long-term compliance including recommendations to effect corrective action and to monitor progress. This position delivers clear, concise, accurate and factual summaries of results of inspections and review of liquor/tobacco tax reports and requirements both orally and in writing.
      • Assists in the development and implementation of an education plan and community outreach strategies including the preparation of the educational/outreach materials.
      • Assists in the development of education policies, regulations, and guidelines for the liquor and tobacco industries; reviews the policies to ensure consistent application and messaging.
      • Participates in comprehensive compliance inspections to ensure that licensees, premises, records, advertising, labeling, and equipment are within approved minimum guidelines and licensees are in compliance with the liquor and tobacco laws and regulations necessary to ensure the integrity of the liquor and tobacco industries.
      • Field Consultation Services: Conducts licensee briefings to explain the licensee's rights and obligations
      • Conducts announced and unannounced premises checks to ensure compliance with laws and rules.
      • Ensures licensees that qualify for the Responsible Vendor Program (RVP) are educated about how the program works and are following the requirements to be an RVP member. Identifies locations that have not yet applied to become and RVP member and provides education on how to enroll.
      • Conducts field visits to retail licensed liquor locations, tobacco licensed locations, permit holder locations and premises with the privilege to sell liquor or tobacco to the public. Documents the field visit with a written report including any recommendations or agreements made with copies secured in the agency records management system and provided to the licensee.
      • Work includes assisting the commissioned team members with analyzing and responding to complaints on licensed locations. The incumbent may support commissioned officers during the course of a financial investigation, by helping review a licensee's documents, including financial records. Completes initial contact following the receipt of a nonspecific complaint or a first complaint of a non-public health or safety nature against licensed premises. Provides education to the licensee, manager, and/or employee pertaining to the allegations.
      • Organizes and conducts scheduled inspections of licensed establishments to check for compliance with state laws and provides technical assistance as necessary. Provides input on education policies, procedures, and regulations.

      Qualifications

      Required Qualifications:

      A high school diploma or GED AND five (5) years of experience working with a regulated industry providing education and guidance to industry members on rules and laws with the goal of achieving voluntary compliance.

      OR

      An Associate's Degree in Business Administration, Public Administration, Criminal Justice, Police Science or a closely related field AND three (3) years of experience working with a regulated industry providing education and guidance to industry members on rules and laws with the goal of achieving voluntary compliance.

      OR

      Bachelor's Degree in Business Administration, Public Administration, Criminal Justice, Police Science or a closely related field AND one (1) years of experience working with a regulated industry providing education and guidance to industry members on rules and laws with the goal of achieving voluntary compliance.

      OR

      One year of experience as an LCB Enforcement Officer.
      The position requires a valid unrestricted Washington State driver's license - corrective lenses excluded.

      • Ability to orally communicate effectively on a one-on-one basis and in a group setting.

      Insurance Benefits

      Retirement and Deferred Compensation
      State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

      Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

      Social Security
      All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

      Public Service Loan Forgiveness
      If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

      Holidays
      Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

      Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

      Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

      Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

      Sick Leave
      Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

      Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

      Vacation (Annual Leave)
      Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

      Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

      Pay status includes hours worked, time on paid leave and paid holiday.

      As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

      Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

      Military Leave
      Washington State supports members of the armed forces with 21 days paid military leave per year.

      Bereavement Leave
      Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
