      Job Summary

      Position is responsible for advancing the school district’s mission and vision by ensuring the efficient and effective implementation of human capital initiatives. The Director of Human Resources plans, directs, and administers all human resources (HR) functions for the district including, but not limited to, developing and monitoring HR procedures; ensuring compliance with federal and state laws; interpreting employment contracts; recommending all HR actions to the Superintendent; managing employee benefits; supporting the employee evaluation process; and recruiting, screening, and retaining staff, as well as planning and implementing all HR and staffing programs.

      Essential Duties

      1. Plans, directs, and administers all HR functions for the school district; develops, implements, and monitors related programs, policies, and procedures, ensuring compliance with state and federal laws.
      2. Manages projects and initiatives that advance the mission, vision, and goals of the district.
      3. Plans, directs, and coordinates the recruitment, hiring, and retention of all personnel.
      4. Monitors staffing levels, on-line applications, screens applicants, conducts interviews, and assists administrators with hiring and placement decisions.
      5. Makes recommendations for hire, transfer, promotion, and salary changes for School Board Approval.
      6. Develops budget proposals related to employee and contractual hires.
      7. Issues employment letters and contracts for new employees. Administers, and interprets employment contracts and agreements.
      8. Determines appropriate employee salary levels and service year credits;, processes all salary adjustments in collaboration with the payroll department.
      9. Facilitates the integration of new employees into the district; oversees new employee orientation and training.
      10. Monitors and maintains staff licensure requirements.
      11. Supports administrators and supervisors with HR related matters, including hiring, evaluation, discipline, benefits, termination, etc.
      12. Assists the Payroll Department with employee benefit programs.
      13. Supervises the HR Specialist and the Coordinator of Student Services.
      14. Remains current with federal and state mandates and regulations related to HR practices and procedures (FMLA, FLSA, etc.) and ensures compliance with all requirements.
      15. Manages district-wide communications regarding HR matters; answers questions, sends out periodic notices, and benefit related materials.
      16. Assists the Superintendent with the preparation of required Board, state, and federal reports
      17. Coordinates special programs and projects such as new employee orientation, district workshops, and employee assistance programs.
      18. Resolves staffing concerns and third-party complaints in conjunction with the Superintendent and maintains a system of accountability.
      19. Organizes and attends recruiting trips for staffing.
      20. Acts as the contact for the Local Freedom of Information Act (FOIA) and Title IX.
      21. Maintains a high degree of confidentiality and professionalism at all times in handling sensitive information, data, and issues.
      22. Performs other duties as assigned.

      Minimum Qualifications

      • Master’s degree from an accredited college or university in human resource management, or a related field.
      • At least seven (7) to ten (10) years of professional and/or supervisory experience in human resource management, educational leadership, or other related experience that aligns with the department’s need and goals.
      • Successful work experience managing projects and initiatives that achieved or exceeded ambitious goals.
      • SHRM or other Human Resources certification preferred.

      Knowledge, Skills, and Abilities

      • Ability to communicate effectively verbally and in writing.
      • Ability to establish and maintain effective working relationships with students, staff, parents, and the public.
      • Demonstrates the ability to maintain a high degree of confidentiality and professionalism at all times in handling sensitive information, data, and issues.
      • Knowledge of the basic operations, services, and activities of human resource programs and processes.
      • Working knowledge of pertinent federal, state, and local laws, codes, and safety regulations.
      • Knowledge of best practices regarding labor-management relations, conflict resolution, employee evaluations, progressive discipline, hiring and terminating, and benefits administration.

      Working Conditions and Physical Requirements

      Must have the ability to sit and stand for extended periods of time; exhibit manual dexterity to dial a telephone and enter data into a computer; see and read a computer screen and printed material with or without vision aids; hear and understand speech at normal levels and on the telephone; speak in audible tones so that others may understand clearly in person and on the telephone; physical agility to lift up to 25 pounds; and to bend, stoop, sit on the floor, climb stairs, walk, and reach overhead.

      Work Environment

      The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

      Duties are normally performed in an office environment. The noise level in the work environment is usually moderate.
