      This position may be eligible for hybrid remote work in accordance with state policy and the agency's remote work program but does require weekly onsite work

      The Application Systems Analyst I will help design, develop, and support complex enterprise business solutions for the North Carolina Department of Public Safety. The DIT-Public Safety application development team manages a suite of custom applications built primarily with the .NET framework and other Microsoft technologies such as SQL Server and SharePoint. A strong focus of this position will also be to help us modernize our current architecture and platforms.

      Duties include, but are not limited, to:
      • Design and develop complex .NET applications and modify existing systems
      • Work in collaboration with other developers to produce quality solutions
      • Work with business analysts and business SMEs to elicit and gather requirements, write specifications, and test plans
      • Produce deliverables for all phases of the standard development life cycle from functional requirements through final implementation and production support

      About the Division

      Information Technology (IT) provides the technological resources and infrastructure necessary to support the Department of Public Safety's mission. IT is responsible for management and support of all aspects of computing and telecommunications throughout DPS. IT manages the data, voice and video network, wide area and Internet connections, and central servers providing application, database, file and web services. IT is also responsible for the security of the department's information assets and the protection of these assets against vulnerabilities. IT maintains and support business analysis and participates in the collection and reporting of data to internal and external entities.
      This divison is responsible for management and support of applications that are used for the care, custody and supervision of adult persons sentenced after conviction for violations of North Carolina law. AD-AC maintains and supports a wide range of applications used by the Section of Prison and Section of Community Corrections to provide custodial care, educational opportunities, and health services to incarcerated persons as well as supporting community-based supervision for persons on probation, parole or post-release supervision. They provide decision support to management: monitoring the flow of offenders; assisting in immediate and long-term space and staff planning; and helping to select the most appropriate parole candidates.

      Knowledge, Skills and Abilities / Competencies
      The following Management Preferences are not required, but applicants that possess these skills are preferred:
      • Demonstrated experience in full-stack web application development using some of the Microsoft technologies such as C#, ASP.NET Razor Pages, ASP.NET Web API's, IIS, and/or SQL Server
      • Demonstrated experience working directly with non-technical clients to elicit and refine business objectives and/or translate requirements into technical specifications
      • Demonstrated experience using HTML, CSS, jQuery, and/or Bootstrap

      Bachelor's degree in computer science or an IT related field from an appropriately accredited institution

      Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and one year of experience in business application consulting or development
      or
      High School or General Educational Development (GED) diploma and four years of experience in business application consulting or development; or an equivalent combination of education and experience
