      ECS is seeking an ARPA-H System Acquisition Specialist to work in our Remote office. Please Note: This position is contingent upon contract award.

      ECS is seeking talented and driven professionals to support the Advanced Research Projects Agency for Health (ARPA-H). In this role, you will serve as a scientific and technical advisor to ARPA-H-enabling the agency to manage and provide oversight to advanced R&D efforts; help shape future R&D concepts, programs, and solutions; integrate and advance our nation's healthcare ecosystem processes, policies, and enabling technologies; and enable the agency to expand its healthcare and scientific scope into yet unknown areas. As a "systems engineering and technical assistance" advisor, you will provide support to R&D performer teams, Government Program Managers, and stakeholders across the health innovation ecosystem.       Position Responsibilities:
      • Production and Product Advisory
        • Act as a production advisor for solution site rebuild projects, ensuring alignment with organizational goals and technical standards.
        • Serve as a product advisor during system implementation, offering insights to optimize usability, scalability, and performance.
      • Business Systems Support
        • Provide ongoing support and analysis for current-state business systems, addressing issues and ensuring operational efficiency.
        • Lead the evaluation of enhancement requests, including analysis of requirements and impacts.
      • Software License Management
        • Oversee the tracking, forecasting, and timing of software and cloud license renewals and acquisitions.
        • Evaluate license pricing models and maintain alignment with budgetary constraints.
      • IT Procurement and Market Research
        • Collaborate on defining requirements for end-to-end acquisition systems.
        • Develop key acquisition documents, including Market Research Reports, Performance Work Statements (PWS), and other related materials.
      • Stay current with scientific advancements:
        • Actively track and analyze new research findings in this field.
        • Identify and propose emerging methodologies and technologies that could enhance the program's progress.
        • Participate in scientific discussions and presentations, contributing your expertise to the program's overall knowledge base.
      • Collaborate effectively within a diverse team:
        • Build strong relationships with scientists, engineers, and other advisors involved in the program.
        • Communicate complex scientific concepts clearly and concisely to both technical and non-technical audiences.
        • Actively participate in brainstorming sessions and problem-solving exercises to drive the program forward.

        Salary Range: $100,000 - $200,000

        General Description of Benefits

        • Master's in computer science, Computer Engineering, Management Information, or related fields.
        • 15 or more years of relevant experience
        • Proven experience in IT project management, including budgeting, planning, and execution.
        • Demonstrated expertise in software product development and product management.
        • Strong knowledge of software and cloud license management, including compliance tracking and forecasting.
        • Familiarity with Federal Acquisition regulations, IT procurement processes, and enterprise risk management principles.
        • Demonstrated ability to conduct independent research, analyze data, and write reports.
        • Excellent communication and collaboration skills.
        • Ability to work independently and as part of a team.
        • Strong work ethic and a passion for healthcare and scientific discovery.
        • U.S. citizenship or lawful permanent residency is required.
