- Delivering at pace with a renewed focus on partnerships to enable delivery. Creating the environment and culture to build more affordable homes on council land.
- Monitoring and co-ordinating the council’s New Homes Programme, consisting of key development and estate renewal projects, ensuring the right balance of control and support is in place to ensure delivery at pace. Maintaining a constant grip on budgets, timeline, and quality.
- Identifying new opportunities for residential development, including the facilitation of feasibility studies, both on the council’s own land and by developing partnerships with other landowners including Housing Associations.
- Delivering new affordable homes on the council’s land via both inhouse direct delivery and development partnerships, with a focus on maximising the number of social rent homes delivered and the level of grant funding secured to support delivery.
- Leading, facilitating, and engaging with other internal stakeholder teams to ensure the smooth delivery of the projects over the development cycle including procurement, democratic services, governance, communications, finance, legal, housing management, and property services.

About the Team:
The role will sit within our Estate Renewal and New Homes division, responsible for responding to the new Housing Strategy and achieving the council’s ambition to increase the supply of genuinely affordable housing for residents who need them by 2030 via the New Homes Programme.

About the Role:
This role’s primary purpose is to lead on the establishment and management of strong strategic partnerships, and to introduce sound strategy, governance, and programme management, in order to provide a best practice framework, standards, and route for the delivery of the council’s ambition to build more affordable housing and deliver estate renewal.
To be considered for interview, your CV and supporting statement will clearly evidence:
A relevant degree or professional qualification, or at least 5 years’ experience in one or more key areas of the post’s responsibilities.
Proven knowledge of housing development legislation and best practice coupled with an understanding of the role of public and private sectors, and of local authority processes and structures in relation to housing delivery.
Broad knowledge and awareness of current issues and developments affecting housing in an inner-city borough.
Relevant recent experience of establishing and implementing strategy and policy and of establishing and managing strategic and operational governance to successfully achieve required decisions and positive outcomes in local government.
Practical application of project and programme management methodologies and techniques to large complex programmes to achieve positive outcomes.
Providing expert advice to Councillors, senior officers, partners, and local groups on housing delivery matters including presenting reports to boards and to other key stakeholder groups.
