      Summary

      Under general supervision of the Director of Human Resources, the Assistant Director will assist the Director of HR in all aspects of departmental operation and provides a full range of human resource services for employees. This position provides leadership and direction regarding HR functions including performance management, recruitment and employment services, benefits management, salary administration and job evaluation, organizational and talent development, departmental budgeting, workers compensation and human resources information systems. The Assistant Director assists in short-and long-term planning of the HR function, is involved in executing the HR initiatives and may assume the duties and responsibilities of the HR Director while the Director is absent, exercising judgement and providing advice on a wide range of personnel matters.

      The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.

      Essential Job Functions & Other Important Duties


      • A Human Resources Director in leading, developing and maintaining an organizational culture focused on attracting, engaging, developing and retaining the best talent through assessing and improving Human Resources systems, services, programs, processes and initiatives.
      • Collaborates with the Human Resources Director to sustain, promote, and grow departmental programs and services.
      • Directs the daily activities of the Human Resources department, including recruitment, employee drug and alcohol testing, annual performance review, unemployment claims, and other projects as assigned.
      • Assists the Director with short and long-range planning; leads staff initiatives to study, analyze, and document procedures in areas of compensation/classification and policy development to improve efficiency and effectiveness of operations; prepares reports, makes public presentations, and responds to questions.
      • Works closely with Human Resources staff to maximize the efficiency of the applicant tracking, recruiting, onboarding and employee data and salary/job history and data.
      • Selects, trains, develops, supervises, disciplines, and evaluates assigned staff.
      • Consults with and advises supervisors, managers, and directors on appropriate course of action regarding various policies, employee workplace concerns or misconduct and assists with the creation of performance related documentation; counsels with supervisors, manages complaints/grievances from employees, conducts interviews and investigations as assigned; conducts disciplinary/termination hearings with the Director and in the Human Resource Director's absence.
      • Assists with making the most appropriate decision in compliance with Federal, State, and Local laws, as well as City of Frisco policies.
      • Performs research and recommends policy updates to the Human Resources Manual; trains and assists supervisors in implementation of policies.
      • Establishes and monitors key performance indicators (KPIs); cascades performance measures for supervised areas to assess performance from the department to the individual level.
      • Facilitates and leads interdepartmental teams to accomplish program, and/or special project(s) to meet established objectives/goals.
      • Researches, gathers data, analyzes, and prepares reports, graphs, charts, presentations, proposals and other materials to effectively communicate information to City management, and City Council.
      • Serves as a liaison to City legal staff to discuss and review human resources related issues requiring legal review and/or opinion.
      • Maintains salary administration system and methods; enforces salary and wage policies and procedures per City policy; assists with the City's annual salary survey, analyzes results and recommends pay adjustments; conducts job analysis and maintains current job descriptions.
      • Keeps management advised of potential problem areas and recommends/ implements solutions as appropriate.
      • Ensures security of personal, confidential and sensitive information.
      • Acts on behalf of the Human Recourses Director in his/her absence.

      Other Important Duties:
      • May be subject to working extended hours, nights, and weekends.
      • Represents the Division at various functions as assigned by Director.
      • May conduct formal or informal training workshops and sessions for the Division.
      • Participates on department committees and attends staff meetings as required.
      • Travels to attend meetings, conferences, and training.
      • Performs other related duties as assigned.
      • Regular and consistent attendance for the assigned work hours is essential.

      Job Requirements


      Knowledge, Skills, and Abilities:

      • Knowledge of Federal, state, and local laws and regulations relating to human resources management.
      • Knowledge of City policies and procedures.
      • Knowledge of HR principles and best practices, including employee relations, performance management system development and administration, job analysis and classification, wage and hour laws, recruitment and employment processes, benefits and retirement administration, and employee development and training processes.
      • Knowledge of business and management principles involved in strategic planning, resource allocation, and coordination of people and resources.
      • Knowledge of research, analysis, development, implementation and enforcement of all personnel functions, practices, and procedures.
      • Skill in data analysis, development of strategic plans, problem solving and action plan execution.
      • Skill in analyzing and researching, to interpret and understand policies, laws, and regulations, and to provide workable recommendations and solutions to problems that maintain compliance.
      • Skill in conducting investigations, mediating and negotiating differences and developing consistent enforcement of Human Resources laws, rules, regulations, practices and procedures related to ADA, FMLA, employee benefits, and reasonable accommodations.
      • Skill in effectively supervising and delegating duties to assigned staff.
      • Skill in resolving employee and customer complaints and concerns.
      • Skill in implementation of management practices to include development of effective and efficient processes and procedures to ensure high levels of service delivery,
      • Skill in development of service delivery-based goals and objectives with key measures for continuing assessment of meeting stated goals.
      • Skill in planning, organizing, coordinating, and directing complex projects.
      • Skill in planning, developing, and implementing departmental procedures and objectives.
      • Skill in effective oral and written communications and strong interpersonal skills.
      • Skill in strategic planning with the ability to understand the big picture and align priorities with broader goals and measurable outcomes.
      • Proficient in the use of computers and related equipment, hardware, and software for utilization of Human Resources Information Systems.
      • Ability to gather and analyze data, draw conclusions, and present data and other information in a clear and logical manner.
      • Ability to communicate effectively, in both oral and written forms, as appropriate for the needs of the audience.
      • Ability to motivate, mentor, train, and manage teams through direct and indirect influence.
      • Ability to maneuver comfortably through complex policy, process, and people-related organizational dynamics.
      • Ability to work independently to direct multiple work streams while balancing competing priorities with attention to detail.

      Education, Experience, and Certifications:

      • Bachelor’s degree in Human Resources Management, Public or Business Administration or related field, and eight (8) years of Human Resources administration experience, including at least five (5) years of increasing supervisory or management responsibilities or equivalent combination of education and experience.
      • Municipality experience preferred.
      • Certified Professional or Senior Certified Professional designation through SHRM or IPMA-HR preferred.
      • Must pass a pre-employment drug screen, criminal background check and MVR check.
      • Must possess a valid State of Texas Driver’s License.
