Seeking an energetic and experienced leader to fill the role of Assistant Director of Human Resources. This position reports directly to the Director of Human Resources and is tasked with planning, administering, and evaluating a variety of human resources activities, as well as overseeing the talent development and payroll/systems functions of the department. A blend of human resources knowledge and project management expertise required. Communication, time management, organization, and a deep understanding of human resources functions and processes are crucial.ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties necessary to deliver services to customers and citizens may be assigned.
• Plans, develops, and manages projects designed to improve or expand human resources programs in support of city management and departmental goals. Responsible for overall direction, coordination, and execution of projects, including work deadlines, staff coordination, and progress reports to stakeholders;
• Manages and leads talent development and human resources systems functions in the day-to-day delivery of services, including training, onboarding, payroll, and data management;
• Plans, oversees, and participates in the research, development, and implementation of citywide personnel program policies, projects, and activities;
• Leads a variety of special projects that are frequently without precedent and require initiative, resourcefulness, and imagination;
• Completes and presents a variety of complex studies, analyses, and reports in clear, concise formats appropriate to the topic and audience using human resources data analytics, Excel, and other relevant systems;
• Develops and implements strategic plans, creates and implements project/program policies and procedures;
• Works in conjunction with departments such as the City Manager’s Office and the Department of Communications & Public Engagement on projects and initiatives;
• Acts in the absence of the Director of Human Resources as needed.
ADDITIONAL DUTIES AND RESPONSIBILITIES include the following:
• Other duties to provide direct or indirect service to the citizens may be assigned.
• When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
SUPERVISORY RESPONSIBILITIES
Directly supervises the Talent Development Coordinator and two Human Resources Systems Specialists. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION AND EXPERIENCE
Bachelor's degree with major work in human resources, business management or related field, and five or more years directly related experience. Extensive knowledge of principles and practices in the human resources field required; knowledge of local government operations preferred. An equivalent combination of education and experience may be considered in lieu of these specific requirements. Requires at least two years of supervisory experience.
The preferred candidate will possess:
• A blend of human resources knowledge and project management expertise;
• Proficiency in the use of Microsoft Suite products and ability to learn other data tools and systems;
• Ability to schedule, coordinate, and manage various projects of varying degrees of difficulty, size, and complexity;
• Ability to effectively communicate information and ideas in written and verbal formats and effectively present information in one-on-one and group situations;
• Ability to be a team player with effective interpersonal skills;
• Ability to work under pressure and tight deadlines.• Professional human resources certification from HRCI, SHRM or PSHRA; senior level certification preferred.
• Possession of valid driver's license issued by the Commonwealth of Virginia and acceptable driving record according to City criteria.
• Relevant background checks must be completed satisfactorily.
• Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.About the company
