      The Executive Office of Energy and Environmental Affairs Secretariat (EOEEA) provides oversight of the Commonwealth’s energy and environmental agencies, namely, the Division of Energy Resources (DOER), Department of Public Utilities (DPU), Department of Environmental Protection (DEP), Department of Conservation and Recreation (DCR), Department of Fish and Game (DFG), and Department of Agricultural Resources (DAR). EOEEA also has divisions within the Secretariat, including the Office of Law Enforcement (OLE or Massachusetts Environmental Police), Massachusetts Environmental Policy Act (MEPA) office, Coastal Zone Management (CZM) office, and Division of Conservation Services (DCS). All agencies and divisions promote the environmental or energy related goals and initiatives of the Administration and the Secretary of EOEEA.

      Who We Serve:

      Massachusetts was the first state in the nation to combine energy and environmental agencies under one Cabinet secretary. The Executive Office of Energy and Environmental Affairs serves Commonwealth residents interested in outdoor recreational activities, clean and vibrant natural resources, clean energy solutions and those who work with animals and livestock. Equally, EOEEA works with energy consumers, power companies, clean energy providers and farmers to delicately balance the interaction with environmental protection laws and regulations while being a cornerstone for our economic prosperity.

      This position in housed within the policy team at the Secretariat that works on issues ranging from water resources, land use and protection, forestry, food security, technical assistance to companies, and more. As part of the water policy team, this position will work on water resource sustainability, protection and management and other cross cutting overlapping issues with other focus areas within EOEEA and beyond.

      · Assistant Director of Water Policy

      Summary:

      The Assistant Director will come with technical, analytical, research, and policy-related skills and background and will work with the Director to develop and implement state water policy and programs based on the priorities established by the Secretary of Energy and Environmental Affairs. The Assistant Director of Water Policy will report to the Director of Water Policy and will work on all issues related to water resources protection and management, such as water resources quality and quantity, water use and conservation, drinking water safety, watershed management, wastewater disposal and related issues, stormwater, nutrient management and impacts of nutrients on surface water bodies and groundwater, drought and flood management and impacts.

      Duties:

      · Support the Director and Secretary of EEA in developing, facilitating, and implementing water resource policy and management of EOEEA and its agencies.

      Provide technical assistance and advice to agency personnel and others concerning assigned programs in order to exchange information, resolve problems, and to ensure compliance with established policies, procedures and standards.

      · Assist the Director in serving as Executive Director and designee of the Secretary on the Massachusetts Water Resources Commission (WRC). This includes working with WRC staff and assistance with development and recommendation of water resources policies, standards, and guidance to the WRC, implementation of water conservation guidance, policy and programs, among other things.

      · Coordinate with other agencies on water resource management, planning, programs and regulations.

      · Assist and/or lead inter-agency efforts, as assigned.

      · Develop and/or review grant applications and request for responses for various projects (RFRs), and help manage similar programs, as needed.

      Maintain liaison with various private, local, state and federal agencies and other in order to exchange information, build collaborations, and/or resolve problems.

      Preferred Skills & Qualifications:

      · Three to four years of full-time or part-time technical or professional experience in policy analysis in environmental or water resource science and management

      · Advanced degree in related field

      · Knowledge of principles and practices of environmental science, water, and climate change with an advanced degree in a related field.

      · Knowledge of chemical properties of water including pH, conductivity, presence of trace metals, volatile organic compounds, turbidity, nutrient levels and seasonal temperature characteristics.

      · Knowledge of principles of hydrology including hydrological cycle, groundwater flow, gradient, contaminant migration, recharge, discharge and hydraulic properties of aquifers.

      · Working knowledge of state and federal laws, regulations, policies and programs regarding water resource management and protection.

      · Excellent oral and written communication skills. Ability to respond to agency, press, and constituency issues and inquiries on water resource related issues, as needed.

      · Knowledge of methods of general and technical report writing.

      · Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished.

      · Good organizational skills.

      · Experience in word processing, spreadsheet and other computer programs.

      Understand and communicate issues regarding a broad range of state, federal and local programs related to water and wastewater management, water resources planning, ecosystem protection and pollution prevention. Ability to organize work by establishing operating and/or reporting relationships and by assigning work accordingly, based on technical expertise of individuals in specialized environmental fields.

      MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least six years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least four years must have been in a professional capacity, and of which (C) at least two years must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions.

      Substitutions:

      I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*

      II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.*

      III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*

      *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually competed.

      NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
