Description
The Assistant Finance Director performs difficult supervisory and professional work overseeing the daily operations and staff of the Accounting and Payroll Divisions, while supporting the planning, coordination, and oversight of the City's financial operations. This position assists with the preparation of the annual financial report, budget, and five-year capital improvement plan; supports the Finance Director as needed; and performs related work as apparent or assigned.
Guided by a commitment to Exceptional Service, this role ensures the delivery of accurate, timely, and transparent financial information to internal and external stakeholders. The position also helps foster A Culture That Supports and Empowers People, encouraging professional growth, accountability, and continuous improvement within the Finance Department. This role emphasizes building and maintaining Strong Relationships across departments, with leadership, and with external partners.
Serving as a strategic partner to leadership and departments, the role combines strong technical accounting expertise with leadership, ethical judgment, and a commitment to public service. The position requires the ability to communicate complex financial information clearly, collaborate across departments, and operate effectively in a dynamic and politically sensitive environment while maintaining transparency, accuracy, and accountability.
Essential Duties and Responsibilities
Financial Operations & Compliance
• Perform and oversee cash management activities, including daily cash reconciliation, monthly bank reconciliations, cash forecasting, and ACH transactions
• Review all disbursement requests to ensure legality, proper coding, and compliance with City purchasing procedures
• Reconcile general ledger accounts, credit cards, and subsidiary ledgers; review journal entries for accuracy
• Conduct internal audit procedures on receipts and financial transactions, ensuring proper documentation and reporting findings
• Maintain strong attention to detail while upholding accountability and transparency in all financial practices
Financial Reporting & Audit
• Prepare workpapers, schedules, and financial statements for the annual audit and Annual Comprehensive Financial Report (ACFR)
• Perform year-end closing activities and ensure accuracy of financial records
• Prepare quarterly and annual reports, including required tax filings (e.g., MNCare tax)
• Demonstrate integrity and sound judgment in financial reporting and compliance
Budgeting, Forecasting & Strategic Planning
• Assist in developing the annual budget by analyzing department requests, preparing revenue and expenditure forecasts, and drafting budget documents
• Support long-term financial planning, including cash flow forecasting and contributions to the City's five-year Capital Improvement Plan
• Assist with investment administration and interest allocation across funds
• Apply strategic thinking and data analysis to align financial planning with City priorities
Asset, Risk & Grant Management
• Maintain and update the Fixed Asset Management System, ensuring accurate tracking of capital assets
• Update insurable values for City assets and allocate insurance costs appropriately
• Administer City grants, including reimbursement requests, reporting, and compliance with funding requirements
• Support risk management efforts through accurate reporting and asset oversight
Debt Management & Financial Systems
• Assist with bond sales and debt management activities, including preparing reports and participating in rating discussions
• Administer access and security for financial systems (e.g., Tyler Enterprise ERP)
• Utilize financial systems and data tools to support informed decision-making and operational efficiency
Leadership, Collaboration & Communication
• Supervise Accounting and Payroll Division staff, including hiring, training, assigning work, evaluating performance, and enforcing policies and labor agreements
• Oversee daily operations of accounting and payroll functions, ensuring accuracy, efficiency, and compliance
• Foster a collaborative, accountable team environment and support cross-departmental partnerships
• Communicate complex financial information clearly to staff, leadership, and stakeholders
• Exercise adaptability and sound judgment when addressing operational challenges and shifting priorities
Organizational Support
• Serve as backup to the Finance Director and other finance staff as needed
• Contribute to continuous improvement efforts and organizational effectiveness
• Balance detailed financial oversight with a broader, strategic perspective on City operations
