    • Work collaboratively with the Superintendent, to resolve all employment issues, advise on employee discipline, workplace accommodations, FMLA. NJFLA and other employment issues.

    • Coordinates all reductions in force and non-renewals of District staff.

    • Develops and updates as needed all employee handbooks.

    • Oversees the processing of staff leaves of absences under federal and state law (FMLA, NJFLA, NJFLI) and collective bargaining agreements.

    • Coordinates with departmental staff to ensure all human resources actions, including new hires, resignations, retirements, leaves of absence, salary adjustments, increment withholdings and other employee change of status actions are timely and accurately communicated to the Board and the impacted employee, and are reflected on Board of Education agenda.

    • Coordinates with departmental staff annual New Employee Orientation and required training on Board policies.

    • Oversees and assumes responsibilities for professional staff certification, mentoring, and seniority requirements.

    • Coordinates the implementation of Professional Development with the Assistant

    • Coordinates and implements professional evaluation activities and procedures with the Assistant Superintendent for Curriculum and Instruction so as to complement and improve overall instruction and staff performance.

    • Serves as a resource to the Superintendent in negotiations with employee organizations and advises in the coordination of its administration.

    • Develops and maintains job descriptions for professional and nonprofessional staff.

    • Directs the recruitment programs for professional and nonprofessional staff.

    • Organizes and supervises committees for the purpose of screening and interviewing job applicants and other personnel related tasks and makes recommendations to the Superintendent for employment purposes.

    • Consults with and advises district administrators with regard to staffing all levels.

    • Directs the operation regarding Substitute employment and use; oversees the operation of the automated AESOP substitute placement system; and reports to the Superintendent concerning related matters.

    • Works collaboratively with the Assistant Superintendent for Curriculum and Instruction in coordinating and implementing effective staff evaluation activities and procedures.

    • Directs the implementation of professional development programs in cooperation with the Assistant Superintendent for Curriculum and Instruction and reviews and approves all requests for course approval, tuition reimbursement, and salary guide advancement.

    • Advises the Superintendent concerning grievances and consults with staff members regarding personnel issues and the implementation of Board policies and administrative rules.

    • Works cooperatively with the District’s Affirmative Action Officer regarding matters of employment and contract practices.

    • Works collaboratively with the Assistant Superintendent for Curriculum and Instruction in maintaining procedures to insure standard implementation of the instruction program and personnel policies throughout the district.

    • Works collaboratively with the School Business Administrator and the Assistant Superintendent for Curriculum and Instruction in assisting the Superintendent of Schools with the evaluation of district administrators and supervisors.

    • Works collaboratively with the Superintendent of Schools and the administrative and supervisory staff in observing tenured and nontenured teaching staff members exhibiting areas in need of improvement prior to a decision to recommend non-renewal to the Superintendent or other actions to the Board.

    • Counsels employees to resolve complaints, difficulties, and other matters related to personnel management and works with principals and/or supervisors on difficult or sensitive personnel matters.

    • Directs and coordinates the preparation of local, county, state and federal reports as assigned.

    • Keeps abreast of promising developments and innovations by attending conferences and workshops, conferring with administrators from other districts and other appropriate means.

    • Serves as liaison to standing and ad hoc committees of the Board as assigned.

    • Performs other duties that may be within the scope of his/her employment as may be assigned by the Superintendent under authority of the Board of Education.

    • Conduct workplace investigations related to employee misconduct or staff practices. Prepare reports and consult with administrative staff/principals and central office administrators re: appropriate response.

      EDUCATION AND EXPERIENCE REQUIRED:

      1. Valid New Jersey School Administrator Certificate with School Administrator

      endorsement.

      supervision of programs and staff.

      REPORTS TO: Superintendent of Schools

      JOB GOAL: To assist the superintendent in every aspect of the district operations, operations of the human resources office, PD for district employees, and oversight of staff evaluations.

      PERFORMANCE RESPONSIBILITIES:

      3. Internal Investigations

      Conduct confidential employment investigations to implement the district’s Affirmative

      Action Program for Employment and Contract Practices, the Affirmative Action Program for Classroom Practices, the Comprehensive Equity Plan and the District Policies related to Healthy Workplace and Inappropriate Staff Conduct.

      1. Conduct workplace investigations related to employee misconduct or staff practices. Prepare reports and consult with administrative staff/principals and central office administrators re: appropriate response.

      2. Remain current in all aspects of workplace equity and discrimination law.

      3. Works with the appropriate District administrator to ensure timely and appropriate reporting to outside agencies, such as DCPP and local police and the Prosecutor's office.

      4. BOE Policy Compliance

      Ensures that all Board policies, bylaws and regulations are updated and revised in

      according to policy service alerts and Board decision making.

      Provides guidance to administration and Board committees on policy revision and

      development.

      Provides guidance to District administrators on application and implementation of Board policies.

      Chairs the District’s Policy Committee; prepares all items and related documentation

      and promptly submits minutes.

      5. Performs other duties and responsibilities as needed and assigned by the

      Superintendent

      Terms of Employment:

      Salary and work year to be be determined by the Board of Education

      Annual Evaluation:

      Performance of this position will be evaluated annually by the Superintendent in accordance with the Board’s policy on the evaluation of non-certificated staff.
