Staff Recruitment – Develop strong professional relationships and credibility with CMU- Africa line managers to successfully identify, recruit, and hire high-quality candidates for the purpose of filling open positions. Build reciprocal relationships with the College of Engineering Dean’s Office, International HR, and other Human Resources partners (Recruiting, Compensation and Benefits, Professional Development, and Equal Opportunity Services) and effectively determine the appropriate junctures at which to engage these partners in providing more holistic human resources support to CMU-Africa.
Onboarding and Benefits – Serve as liaison between the Pittsburgh benefits office, employees, and insurance providers. Oversee the onboarding process including pre-start date communication, relocation, orientation, benefit briefings, facilitating dependent schooling enrollment, arranging group and individual orientation sessions. Additionally, assist with the visa/immigration process as necessary and tailor new hire support to meet individual needs.
Employee Relations – Partner with CMU-Africa line managers to assess and resolve employee relations matters and provide guidance on appropriate courses of action, act as an advocate for employees whose concerns and messages need to be advanced, identify employee relations trends and partner with the Climate and Culture Committee to design strategies that improve employee relations and engagement.
Professional Development – Conduct a skills gap analysis and collaborate with CMU Professional Development and International HR to develop and / or outsource employee development and training programs tailored to meet current and future CMU-Africa needs. Support line managers by developing tools to facilitate effective performance review processes in line with university policy.
Performance Management – Partner with the College of Engineering to coordinate the university’s performance management processes for CMU-Africa and provide coaching and guidance to line managers and leaders as they provide ongoing feedback to employees, conduct performance reviews, and implement performance improvement programs.
Reporting - Lead the continuous improvement and documentation of CMU-Africa’s human resource processes and guidelines. Analyze employee engagement, attrition, and other metrics for CMU-Africa leadership for review, then create action plans required for follow-up and implementation.
Manage one direct report, monitor, and manage team workflow. Manage and assess employee performance, provide coaching and mentoring for growth and improved performance.
Delegate tasks and assign projects and resources as appropriate.
A Bachelor’s Degree in relevant field
PHR-Professional in Human Resources - Human Resource Certification Institute, SPHR- Senior Professional in Human Resources - Human Resource Certification Institute, or other HR professional certification is a plus
5 - 8 years of progressive generalist Human Resources experience within dynamic, fast paced environments. Experience working in multicultural environments with international hiring a plus.
Fluency in spoken and written English essential, French a plus.
Demonstrable experience and ability to effectively lead teams, coaching and mentoring for high performance.
Proven ability to exercise sound judgment, excellent discretion and maintain confidentiality.
Demonstrable ability to maintain composure when dealing with difficult situations and/or individuals.
Strong interpersonal skills, with high and proven emotional intelligence quotient
Excellent analytical skills, with meticulous attention to detail; keep and maintain accurate and detailed reports and records
Highly developed critical thinking skills, with ability to solve complex problems in innovative ways
Demonstrable ability to handle multiple concurrent projects in a deadline-driven environment, work under pressure and with frequent interruptions
Demonstrable proficiency with HR software and MS Office (intermediate Excel, Word, and PowerPoint skills). Experience with Workday a plus
Excellent verbal and written communication skills (English)
Demonstrable experience of supporting employees through organizational change
Demonstrable experience working in a multi-cultural environment, with international recruiting and hiring.

Carnegie Mellon University is seeking a senior human resource professional to serve as Associate Director of Human Resources for its location in Rwanda, Carnegie Mellon University Africa (CMU- Africa). This position will provide support and be a trusted advisor in recruitment and onboarding, employee engagement, employee relations, and performance management.
