      Real Property Division (RPD) is a division within the Ministry of Citizens’ Services (CITZ). RPD provides everything needed to design, set up and manage a government workplace. This includes management of the Province's real estate portfolio, office space inventory, furniture procurement, construction project management, and real estate services for special purpose facilities (such as courthouses, laboratories or correctional facilities). The client base includes core government ministries as well as broader public sector clients.

      Workplace Development Services (WDS) is a Branch within the Real Property Division providing expert advisory services in project delivery and oversight, building technology advisory services and strategic facilities planning. The WDS team of professional architects, engineers and project managers translate client requirements into building solutions by facilitating option definition and planning, securing funding approvals, and providing oversight of the project from concept, through construction and close-out.

      Projects managed by the Branch range from major capital new builds, large multi-year asset rehabilitation and maintenance programs to coordination and integration of tenant improvements, and client moves. In addition, WDS supports environmental stewardship programs and ensures the corporate Environmental Management System (EMS) requirements are implemented and maintained.

      WDS facilitates conceptual design and provides oversight of detailed design, construction documentation, procurement and contract management services while delivering a variety of capital projects ranging in scale and complexity. WDS contractually retains the services of consulting professionals including architects, engineers, interior designers, and specialty consultants.

      The Development Manager, acting as the owner’s representative, is responsible for the oversight and implementation of major and complex accommodation and real estate projects and programs utilizing architects, engineers, specialty consultants and contractors, and private sector project managers, when required. Projects include building types such as offices, correctional centres, courthouses and laboratories and involve land development, re-zoning initiatives, value analysis, new construction, heritage restoration, environmental remediation, renovations, and complex lease. Project values range between $2M to $200M+ with a project duration between six months to five-plus years.

      The Development Manager is accountable for the overall success of assigned projects. This is done by ensuring that customer service delivery outcomes are met, that team members fulfill their roles, and through effective and expedient management of approval processes, project documentation (change orders, payments etc.) and project communications.

      This challenging role is ideal for an energetic professional with extensive experience in delivering complex construction related projects. Project management experience in construction procurement and contract administration are required. You enjoy handling multiple priorities in a dynamic environment and are always searching for continuous improvement opportunities in processes, service quality and customer satisfaction.

      Job Requirements:

      • Recognized university degree in architecture, engineering, related discipline and/or equivalent project management experience for major capital projects; plus
      • 7 years current progressively more senior experience in the fields of architecture or engineering and related experience as noted below; OR
      • An equivalent combination of education, training and related experience may be considered.


      Related experience includes:

      • Experience in all phases of the project management life cycle for building construction projects.
      • Experience in real estate development/construction/project management.
      • Development and administration of procurement and contracts for construction projects, advertising, tendering, negotiation, award and management of contracts.
      • Experience with environmental stewardship, business case development, value analysis techniques, real estate financing and contract law.


      Preference may be given for:

      • LEED AP is preferred.
      • PMP or Certificate in Project Management is preferred.

      About this Position:
      Flexible work options are available; this position may be able to work up to 5 days at home per week subject to an approved telework agreement.

      An eligibility list may be established to fill future permanent and/or temporary vacancies across the Ministry of Citizens’ Services.

      This position is excluded from union membership.

      The expected annual salary for this position is approximately $98,000 - $105,000.
