- Bachelor’s degree in HR, business administration, psychology, public administration or related field plus three (3) years of *related experience; OR an equivalent combination of education and/or experience may be considered.
- Experience developing, implementing, managing and evaluating HR workforce/organizational plans.
- Experience developing, implementing, managing, and evaluating strategic HR frameworks.
- Experience analyzing workforce data to inform HR direction, programs and policies for a large, complex organization.
- Experience leading a team of professionals which may include planning and directing their work, managing performance, and resolving conflict and mentoring.
- Experience establishing collaborative relationships with senior leadership and leading organizational change associated with implementation.
- Experience interpreting collective agreements, HR legislation, policies and procedures and terms and conditions of employment.
- CPHR designation.

The Ministry Human Resources Branch (HR) supports the Ministry of Children and Family Development (MCFD) with human resources and organizational development initiatives, programs and services related to workforce planning, engagement, leadership development, recruitment and retention, corporate HR priorities, occupational health and safety, Indigenous strategic human resources, cultural safety, equity diversity & inclusion, corporate learning and development, and strategic HR consulting. The Ministry HR Branch focuses on the needs of the ministry and social sector partners to ensure they have the people and skills they need to provide exceptional services to the children, youth, and families of British Columbia, now and into the future.The Ministry HR Branch has teams in the following areas:
Reporting to the Director, the Senior Manager, provides operational and strategic oversight, direction and leadership in sector and ministry workforce planning. The Senior Manager leads the development and implementation of workforce plans for the ministry and social sector partners as well as the Human Resource Performance Framework and branch business plans.
The Senior Manager supervises a team of human resources professionals and ensures the delivery and alignment of human resources plans with ministry business goals, the Ministry’s Strategic Framework and corporate human resource and government initiatives.
