- Assists in the preparation of the recommended and adopted annual operating budget and capital improvement program, including revenue and expenditure projections
- Prepares, implements, and oversees capital improvement project reporting
- Monitors and analyzes financial and budgetary performance, identifying trends and variances. Recommends changes when appropriate
- Collaborates with department heads to forecast revenues and expenditures
- Prepares detailed financial reports and presents findings to senior management
- Ensures compliance with financial policies, regulations, and Government Finance Officers Association (GFOA) best practices
- Provides recommendations for cost-saving initiatives and financial optimization
- Oversees budget revisions and adjustments as necessary
- Implements and maintains budgeting software and financial reporting tools
- Trains and supports team members on budget management best practices
- Assists in long-term financial planning and strategy development
- Assists in coordinating performance measures for the Town
- Assists in grant management and reporting for the Town
- Performs other projects as assigned by the Director
- Assists in the general management of the department, including coverage of positions as needed
- Attends training as needed
- Thorough knowledge of the principles, methods, and practices of municipal accounting and budgeting
- Thorough knowledge of the laws and regulations governing the Town's financial matters
- Thorough knowledge of modern office methods, practices, and equipment
- Ability to prepare and maintain complex financial reports and records
- Ability to analyze and evaluate complex financial systems
- Ability to establish and maintain effective working relationships with Town officials and associates
- Ability to work under pressure; ability to express technical ideas effectively, both orally and in writing
- Valid driver’s license with a satisfactory driving record
- This work requires the occasional exertion of up to 10 pounds of force
- Work regularly requires standing, walking, sitting, speaking, or hearing
- Frequently requires using hands to finger, handle, or feel and repetitive motions, and occasionally requires pushing or pulling and lifting
- Work requires standard and close vision
- Vocal communication is required for expressing or exchanging ideas by means of the spoken word
- Hearing is required to perceive information at normal spoken word levels
- Work requires preparing and analyzing written or computer data and operating motor vehicles or equipment
- Work has no exposure to environmental conditions
- Work is generally in a moderately noisy location (e.g., business office, light traffic)
Performs analytical and fiscal work for the Town’s Finance Department. Work involves assisting the Finance Director and other departments with the annual Capital Improvement Plan (CIP) and budget preparation, the analysis of financial data, and the preparation of written reports and presentations. Must be able to make independent decisions by frequently applying knowledge of accounting and budgeting principles and practices. Work is performed under the limited supervision of the Director of Finance.

Education and Experience
Bachelor's degree with coursework in business or public administration, finance, accounting, or a related field, and requires 3 to 5 years of responsible experience in municipal budgeting or equivalent combination of education and experience.
